"Cyborg, we've got a problem. There's another prime causing problems here on Tier one. They stopped her and she pulled out a knife ang killed one and took off. They're in pursuit and requesting backup" The Sergeant chirped in his communicator.
"Gotcha ill meet up with the other troopers" Cyborg said breaking into a run.
He didn't have to run very far as frightened citizens ran in the opposite direction. Several of the braver on lookers gawked at the lifeless form of the trooper.
"Hey! Get out of here or I'll arrest you for loitering, and the rest of you go home its not safe" Cyborg yelled at the now terrified citizens. They quickly gathered their things and rushed out of the plaza. As the crowd thinned he could see the trooper laying in a pool of his own blood. Cyborg shook his head, his anger beginning to rise.
(How can these other primes be so careless of people's lives?) He thought to himself as he made his way down the now empty plaza.
Cyborg heard through his communicator that the pursuing troopers were just around the corner, he rushed over nearly charging to the group of now stationary troopers.
"What's going on? Why did you stop"
"We lost her in the crowd sir, one moment she was there the next... Poof" the trooper said.
(Great just what we need, a dangerous prime hiding in with a bunch of innocent citizens), Cyborg thought as he scanned the crowd for a person who didn't seen to belong.
"What does this Prime look like?"
" She 's small wearing a green shirt and brown shorts, looks to be about eight? I'm not good at guessing age, but young"
"Eight?! How could a kid do that to someone else?" Cyborg said motioning to the dead trooper of in the distance.
You'd be surprised.." The trooper said grimly.
Cyborg tried to pick out the prime that the storm troop had given from his vague description, but he couldn't see anyone that fit the bill. He nervously watched the happy citizens of tier one carry on their ignorant and blissful day, totally unaware that a dangerous and murderous prime lay hidden within them. Finding and appreneding the prime would not be an easy task with such a large crowd. Casualties were inevitable, but if Cyborg didn't try many more lives could be lost if he tries to hunt her down later.
Cyborg raised his blaster into the air before firing.
"EPD, everyone out of here, the area is not safe" Cyborg yelled trying to gather the attention of the civilians. For a moment they stared at the large cybernetic man, confused. Then chaos erupted, men, women ,child ran in every direction, fleeing the area of apparent danger.
As the crowd thinned Cyborg noticed that one child had not moved from her place. He started to move into her direction when he saw the evil grin displayed across her face staring back at him.
"Quarantine the area. Make sure no civilians accidentally walk through here." Cyborg said to the storm troopers, never breaking eye contact with the child.
"Roger!" One of them curtly replied before rushing off. The eerie silence that followed sent a chill up Cyborg's metallic spine as the two primes sized one another up.

Carmelita had taken a few days to recover from the wounds she’d endured dealing with a Liberation Front cell in the Town With No Name, and she’d spent most of that on guard duty up on the palisade, getting familiar with Roland’s more regular deputies. The water towers were being refilled quickly now that the pumps were no longer sabotaged, and it looked like the Town was another step away from anarchy, not that it gave Roland a chance to rest. He’d ridden out with five truck drivers the day after it had all been settled, returning with all of the hijacked water tankers within hours. There were a few prisoners, but less than Carmelita had hoped for: she had no doubt the rest were either dead from high-speed impact or the more deadly form of justice.
It wasn’t something she could live with easily. Carmelita had never taken a life deliberately, with the possible exception of Clockwerk’s hate chip, and knowing that necessity or moral disregard for life resulted in so many dead throughout the Omniverse was a burden on her mind that she happily latched onto. The alternative was thinking about Sly’s death.
Even so, after two days she was just about ready to drive out looking for problems to fix to avoid going mad from inactivity. She didn’t have her usual luxuries to hand, nor would she have enjoyed them if she had, so when she got word that Chip wanted to talk to her meeting the young three-eyed girl she’d rescued from the raiders seemed like a god-send. Wandering the streets, she found the adobe and concrete domes that made up the seedy Moss-eye’s Lay Cantina and found herself pointed to one of the more secluded booths. She gave a brief glimpse up at the burn mark on the wall before sliding in opposite the purple-furred teenager.
Carmelita smiled at Chip as she sat down.
“Hello Chip, how are you finding the Town?”
There was silence for a moment, Chip staring down at her hands for a moment before replying in a strained tone.
“It’s… great. Yeah. Lot’s of… stuff.”
Carmelita raised an eyebrow, but before she could ask Chip pulled out a brown package and thrust it across the table.
“Here. I wanted to thank you for rescuing me from the raiders. I noticed you didn’t have much with you aside from your shock pistol, so I scraped together some ionic resonating circuits and bought some durasteel to make you a prototype. I know primes can replicate things once you’ve memorised them so I thought it would make a good thank you gift.”
Curious, Carmelita peeled off the duct tape holding the package together and carefully unwrapped it. Inside lay what looked like a custom set of handcuffs, thick, sturdy and connected with thick chain links. Lights embedded in the red polished chrome finish glowed softly, and the same Interpol and Cooper Clan symbols that adorned her stun gun were present as well. She lifted the arcs almost reverentially, feeling the heft with her arms and twirling them for good measure. Pressing a button, one of the arc extended its half semicircle with a rapid whir and click, sparks flying from the chunky blue electrodes that pressed inwards.
Carmelita looked at the cuffs in awe. The feeling of omnilium sliding out from her caressed the prototype, memorising the structure instinctively so that she could replicate it in the future. She looked back at Chip, mouth open and struggling to find words to say.
“Chip, this is… this is too much. You must have spent hours working on this.”
Chip gave an embarrassed laugh, scratching the back of her head as her three eyes looked in every direction but the vixen opposite her.
“Yeah, well, I kind of did? I mean, not like there’s going to magically be a job opening in a town as cramped as this one in two days and I had to make use of my time somehow. I wanted to make you something bigger, like a proper transport or something, but I don’t have enough materials or cash on me to do that sort of thing.”
Carmelita stared, mental gears turning in her mind. The girl was obviously in need of somewhere to go, something to do, and with the sort of talent she’d displayed she had likely grown up around machinery. She’d also been comfortable driving the water tanker, managing to shake several of the pursuing vehicles without breaking down literally or emotionally… there was a question about where Chip had obtained these skills, but from first impressions she seemed like a good kid. If Carmelita wanted to pull together a shining example of true policing for the Omniverse, then a good tech-base would be essential, and here was a budding mechanic who desperately needed a job and direction.
“Chip, I’d like to offer you a choice. Either we head out into town, find the best mechanic and I show them these… Fisti-Cuffs you made, which I can guarantee are of such high quality work that they’ll hire you on the spot, or I take you on myself and put your talents to work protecting the citizens of the Omniverse.”
Three eyes boggling at once was an experience Carmelita was unlikely to forget anytime soon.
“Wait, what? What would you want me for?”
“I used to know a group whose success was often assured by their mechanic. If I want to establish an organisation, an Interdimensional Policing Agency, capable of making a difference and changing things for the better, I’ll need someone who knows how to build things.”
Chip narrowed her eyes at Carmelita for a few moments, silent. She leant back and tapped her fingers on the table.
“What would I need to do and what would the pay be like?”
“To start with, you’ll just be on call for consultation. I don’t have a suitable location for establishing a workshop yet, so until then I’d call you if I needed something built. After we find a workshop, you’ll be in charge of building and maintaining vehicles and equipment for the force. I’d also like it if you were to join any future recruits in training in self-defence in case we’re attacked. As for pay, I’d start with paying for food, board and living expenses, then half again for personal expenses. I have credits, but I can make things from scratch if you’d prefer that.”
Carmelita saw an expression flash behind Chip’s eyes, but before she could work out what it was it had already been hidden. Chip looked down at her hands for a moment, thinking, before she looked back at Carmelita. Her eyes bore into Carmelita’s, sincerity in their intensity.
“I’ll join you, provisionally. If you don’t seem to be what I hope you are, I reserve the right to back out of this arrangement, no consequences.”
Carmelita nodded and reached out her hand. Chip took it, and they shook. In the back of a shady cantina, an organisation had been seeded.

I already know there is a way to get to Omni IC, even if I don't know how that is. If a pair of characters could get to his presence, could they challenge him in a fight? And, most importantly, is it possible for him to lose?

Yeah. Essentially, what the title says.
I'll probably work on the rules in a Google Drives doc, but I want to get the baseline of the rules here;
So, I think, vehicles with more pieces in it should be more powerful, but slower, than smaller builds. The rulebooks will include stat sheets for the currently officially released vehicles, as well as about a year before.
The exception comes in vehicles that have had a version in, for example, 2014 and 2016, for instance, the Snowspeeder. They will always have the stat proportions of the first standalone version in the timeframe, if any, otherwise, there would be the stats worthy of the newest one. For instance, the Snowspeeder was standalone for $20 before it was released in the extremely expensive Assault On Hoth set. So, the Snowspeeder will have the stats worthy of the 2014 version.
However, unless you use homebrew rules, it should be accounted for that the First Order versions of vehicles are standalone from their original versions. For instance, let's look back at the Snowspeeders. Let's say you own, the original Snowspeeder and the First Order Snowspeeder. The First Order one was more expensive, and it is separate from the original one. So, the Snowspeeder original will have lower attack damage, but be faster than the First Order one, which will be bulkier.
Defense will also be directly tied to the piece count. For instance, a 200-something piece Snowspeeder will have lower health than the First Order one. To balance it out, smaller vehicles will also have an easier time DODGING than the bigger versions. For instance, the First Order Snowspeeder fires upon the normal one. The Snowspeeder goes to dodge, and rolls, say, a 3 on a 6-sided die - which I wish to use exclusively, so I get a chance to play because I don't own any other types of die.
You add X amount to the dodge roll, when the vehicle is smaller than 400 pieces. The Snowspeeder then gets, say, a 4 or 5 with the bonus.(not sure the exact piece count.)
Anyone wanna help me develop the rules of vehicles, characters, etc.?

Just a few minutes ago, Mick was in a jail cell. And now he's floating in a black void.
He pries through his recent memories, trying to figure out how he got here, or what 'here' even is. He comes up blank. He tries to open his mouth and question things. But he can't speak. Then, a white figure appears.
What. Mick things to himself. He's seen strange things before, but never a blank white figure with nothing but a mouth and ears on their face.
Quote:“My name is Omni. This is not the world you know. This is the Omniverse. You interest me, so I have made you part of it. The Omniverse is a place that reflects the wishes of those who are part of it. But! There are rules. I will explain them only once, so listen carefully.”
Mick stares at the eyeless figure. At first, his look matches one of confusion. Then, it turns into a slight smirk, as he realizes - if it 'reflects the wishes' of people in here, he could probably get a flamethrower fairly easy. Or even...The Heat Gun. Then, the confusion returns, as he is handed a glimmering rainbow orb.
Quote:“This is Omnilium. It’s what ties the Omniverse together. Without it, you are nothing. With it, anything you desire can be yours. But you will need more than this. If you desire it enough, you will find it. You will find that using it comes naturally. Just think of what you desire most."
This thing is hurting my eyes. Mick thinks bluntly. It takes his eyes a few seconds to get used to it. Then, he kind of...Absorbs it. The confusion returns. At least he somewhat knows how to use it, though.
Quote:“You will not be alone in the Omniverse. There are others. Of course, they, too desire Omnilium. Do not fear death. For as long as you interest me, you will be reborn."
The arsonist's smirk returns. Not only could he get his flamethrower, but he also has no reason to fear death? This place can't be so bad. Then, this confidence leaves him as he realizes, others that he burns will come back as well. Holding a grudge.
Quote:“That’s all you need to know right now. You’ll figure out the rest soon enough. I’ll be watching … and waiting.”
The black landscape and the white figure fade away, and are replaced with...A fountain, and a white landscape. Omni can't be too creative of a guy, the arsonist thinks to himself. He sees 8 objects, all in different directions, around him. He can't make them out from here.
"...Well...I guess I should just pick a direction and go that way." Mick decides. "But first...I'm getting my Heat Gun back."
Mick decides to take Omni's explanation and put it to good use. Just think of what you desire most...Omni's words echo in the arsonist's head as he focuses on the Heat Gun. Some Omnilium emerges, and begins to take form. Mick grips the familiar handle as it takes the traditional form of his signature weapon.
"Perfect."
Mick looks down at his handheld flamethrower. To an outsider, it wouldn't be so fantastic, but to Mick, it's great. A weapon that he could somewhat easily conceal, that shoots flames at a rate practically equivalent to a flamethrower? Perfect for Mick's needs.
He looks around again. He still can't quite make out what they are, or where he's going. "Well...I guess going anywhere is better than sticking around here." Mick says. He turns in a random direction and begins to head that way, unknowingly heading for Coruscant.
