If you have the appropriate proficiency, do you have to purchase a "Punch Face" move? Can I use my Disable Proficiency to kick a knee? What are the rules on that?
Standard punches, kicks, headbutts, etc. don't need even a proficiency to use. They're as instinctual as crying for a baby. You don't need a move for them, or a proficiency. To kick someone in the knee, you wouldn't need Disable Proficiency either, but don't expect it to slow your opponent down appreciably without it.
Anything else?
To clarify, a non-Moved punch or kick is going to be weak. Pitifully so, in comparison to one with a Move. But you'll be able to do it. To get a melee Move, you'll need Physical Strength, so if you don't have that Proficiency you'll still be able to punch or kick, but not very effectively.

Let's say, for example, that a character is a martial artist but doesn't have a "signature move" or anything. Think of the guy from Taken: he just beats the shit out of people. Or to death. Sometimes he beats the shit out of people, to death.
How do?
In that case, I would invent a signature move for him. Even if you just call it a "Power Strike", with the description of it being a normal punch or kick with extra oomph behind it. Not to say you can't use your fists and kicks without a move, to reiterate. Just that if you want to compete in the Omniverse, you'll need moves. Even if someone joined as... say a charismatic manipulator, it'd behoove him to take some moves that'll benefit him in combat.

Ganon's wrong on this. Physical Proficiency covers all standard punches, kicks and grapples. It's essentially a catch-all 'move' for physical fighters. You don't need a move to make your regular punches and kicks effective, just the Physical Strength proficiency and a level of ATK higher than 0.
Now, for more advanced applications of physical strength, like using pressure points to immobilize someone (for which you'd need Disable Proficiency), or a super-strong windup punch, or that kind of thing, you'd need a move.
