Provided that the distance is sufficiently short you could also try Telepathy, I imagine. But if it's at a distance where a Communicator would be required, you're both going to need one.

Per Omni, there isn't really any hard rule on what your character can or can't learn or make up (though he can overrule this if I misunderstood). Generally it just makes more sense to pick something you've seen or are familiar with though. Like if I were to have Kakashi randomly know the Kamehameha it would be kinda silly, but there's nothing stopping me from having him develop a similar move and name it the "Kakashi Kannon" or something.

And yeah, totally cool to just build whatever your character would logically desire to own.

If you're talking about creating an artefact out of nowhere, you can try submitting Ideas. Whether or not it makes sense to implement is up Omni. But if something like that were to be implemented, It would be a quest, and you would have to complete said quest, officially, to actually claim whatever the artefact is.

You can't just create an artefact out of nowhere.

story-wise, you could call it 'legendary' but it'd either be a normal move/ super move.

Frisk literally does just that with ACT. It slowly tears down the opponent's will to fight when they do related actions.

I don't think there's a written rule, but since the quest's grading determines what happens to your character, you should hold back from posting on that specific character, but you're allowed to play with NPC Primes and Secondaries that aren't influenced by the quest.
My thoughts on this is that this is to prevent retconning if you think you have completed a quest but the judge decides that you must write some more, for any reason.
