Well...
For now I'd put Weiss at only a 3 or 4 so far(though somewhere else, in a universe distant from this, Sans is perfectly aware another version of her has Reached 19 already.). She's fine with killing animals or other mindless creatures if she can't help it, but hurting someone who walks and talks takes a lot out of her. Even her fight with Okor only went as it did because she knew he was a prime(and because she was relatively certain by the end that she really wasn't able to cause true harm to him anyways)
Raal is at least at LV 16. He's not quite 20 - there's far too much he cares about to quite hit near that mark - but he is a sadistic evil creature. Saying he's around 18 or 19 is quite possible.

Tough call for Amaterasu... it very much depends on her environment.
With innately good people she would rather die than kill an innocent, she would probably be a 1, in some rare cases a 2.
People who are evil but not beyond hope of being brought back to the right path, 3, depending on how much hope there is and how aggressive they behave.
Against oni (innately evil individuals, mostly demons) and individuals beyond all hope of redemption she shoots right up to a 12-13. She doesn't like having to slay them and is very much aware of the consequences, but she cannot allow a monster to live if it kills innocents, or worse, spreads its curse.

Sabrina canonically would be 17-18 (although that did change later into the manga). In the Omniverse she comes to a 10-14. More than enjoying the act of killing someone she aims to achieve her own goals, and if someone is in her way, too bad for them. Consequences aren't her problem to deal with.

Hopps is a LV. 2 in canon, but has ascended to lower level 4-9 in the Omniverse.

Noodle is a 4-9 in canon, but is actually a 3 at the moment.

Jupiter would have been higher 10-14.

Non-lethal violence, since for some reason UT doesn't account for it, does not affect your LV to a certain degree. For example, if you do beat up a couple of people, but otherwise don't actually kill them, then your LV does not increase. But if you just randomly beat people up without killing them over the course of a while, or just go and beat up a large group of people, then your LV WILL increase.

Accidental kills, being mere accidents and not something that you could be judged for, don't count towards your LV. Environmental kills, however, depend on intent. Say you are on a moving train, like you said, and push someone. If you didn't mean to kill them, then let's say you push a little too hard and they fall out a window or something. Your LV will not increase because of this accident. Now, if you INTENDED to push them off a moving train, then your LV will increase accordingly.

LoVE Report #2

Subject: Kalli

Actions:

*Before her arrival in the Omniverse, she had earned the death penalty through the murder of soldiers, treachery, and the desctruction of private property. Whether this was the result of of her rebelling against a corrupt state, or the result of sudden destructive tendencies is up for debate.

*She did not react violently to the stormtrooper's prodding and shoving, though this may have been the result of confusion rather than genuine pacifism.

+Defended a bar from a six-man squad of criminals. Although her defense involved killing almost all of them, their murders and overall criminal status make their deaths more than justified. It should be noted that she did not feel regretful for any of their deaths, instead annoyance and rage.

-During her second visit to the bar, she asked where the “assholes,” presumably the criminals, were hiding out. This normally would not be a problem, however, she was seen smiling in a somewhat sinister fashion. This implies a hint of enjoyment in her intentions to kill them.

*She claims she is only ridding Tier 4 of criminals to make a name for herself and to do some good. However, the aforementioned smiling suggests a hidden enjoyment in her actions, which contradicts these words. Her motivations are unclear, and require further observation in this regard.

*Met up with the aforementioned gang at the water purifier. Like before, she killed almost, if not all of them, and also like before, was completely stoic. She appears to be desensitized to violence; this might be due to something related to her past. This calls into question her sanity and her perspective of the consequences of her actions.

+During a temporary siege, the subject briefly shows some degree of regret for not leaving when she had the chance. Perhaps she is not completely desensitized to violence? If so, there is hope for a reduction of her LV.

+After killing several other gangsters, she offers mercy to the remaining ones that were attacking her. Granted, this mercy involved her asking the leaders to come out and attack her themselves, but it was better than nothing.

LV Level: 3

Treatment:

Encourage behavior to LV 1.

Study her past. It is more than likely that some parts of her stoicism regarding death stems from some event of her past.

Do not interfere in her activities.

Carmelita's probably lv 1-3. All her kills have been unintended or self-defense environmental kills and she uses non-lethal weaponry.

Pinkie Pie is Lv. 1

Marcus would be considered maybe 10-12. He's killed 3 people in his past life before his death. But is willing to add to that total if terminators or humans harm his friends.

Maybe higher.

Jak is probably about 7-8. He's sort of like a mercenary. He will kill because they get in his way of his goal. But he won't kill unless necessary.

Probably LV 4-9, but if you wanna get specific, probably 5.

Why not write a report for Mick Rory? I can see him getting high up in the levels, but remember, he is NOT seeking genocide.

Minato would be somewhere between 10 - 14? He kills out of necessity to protect, rather than enjoying the kill itself. But he doesn't regret or feel remorse.

I thought I would submit Claptrap as well. Claptrap would probably be a 15-19, despite his personality. He killed a lot of people on Elpis, as in literally hundreds. Also, he's a robot and doesn't really feel remorse like a regular person would.
