Quick and Easy Questions (please read the OP)
I have two bases on Teir-5. Can I consolidate those bases with secret passageway, and have one big base? Can I get my OM back for the other base, or put it towards upgrades? Could I count this as a 'base Relocation' and pay 500 OM? Is this the wrong place to ask this?

You can connect them, but they'd still be considered separate Bases, since you purchased two. Relocation is not applicable in this case. You can sell your Base for half price, as per normal Refund rules, connect the Base and ex-Base via a passage, and consider them one Base, if you desire.

You never specified in your Log Purchase which Tier the Knife Treehouse was on. If you could fix that, it would be appreciated. Otherwise your other two bases are on T5 and T6. To move the T6 base to T5 would require the relocation fee. You can link them, however they'll still be considered separate bases. They are still both subject to two separate upgrade trees. AKA: You buy a Recall Station for the T6 Base and the T5 base won't have it.

Would a move that gives all allies +2 to something but all enemies +1 to the same stat be considered OP?

Another move would be a global -1 to a stat that would be affecting everyone.

To answer your question, I guess it depends on the duration and other drawbacks. I can't think of any similar moves off the top of my head.
Would injuries caused before a prime arrived at the omniverse and during the omniverse but on purpose still heal? An example would be going into the omniverse in a wheelchair or while in the omniverse piercing your ears.

I guess you could choose not to OOC.

But, in the world, Omnilium can heal all injuries. So, basically, if you want to keep a guy in his wheelchair, you can (but OM would heal him, I think). If you want him running about, you can do that instead.

In other words, it technically would heal him, but no one's gonna stop you keeping the injuries. (And I guess he'd still be at full HP because the broken legs would be part of his natural state, or whatever)
That would depend entirely on the player's preference for the roleplay, so you could heal these wounds if you wanted to, but you don't have to. So long as you aren't giving yourself an advantage in a competitive storyline by instantly healing damage without the use of an Item or SP, I'd say you're good.

This is up to you. If you want your paralysed character to still be paralysed wheel in the omniverse then go ahead. If you want them to miraculously heal and be fine, then that's a choice you could also make.

Yeah i was referring to the Knife Ear Clubhouse (which is T5 I should have specified) and the other T5 base. I'm leaving the Teir-6 base out of it for the moment.

Can you swap alt forms while in a fusion?
Like, a person with 5/0/5/0 fuses with a person that has an 0/5/0/5 and 5/0/5/0 form. Can that fusion swap between 5/5/5/5 and 10/0/10/0 mid-fusion, or is it stuck with whatever stats they fused under?

A fusion has access to all the Powers, Moves, Transformations, etc of both its participants so yes, it could do that but why the f**k would anything want to have two 0 stats? That'd be stupid.

I was looking at the frozen field void quest and I saw that there was a thing that said

Each power. Upgrading the power doesn't make it two powers.

I'm looking at the rules for power ups and transformations.

I want to make a power Armour power up thats

ATK:4+1=5
DEF:2+3=5
SPD:2+1=3
TEC:3+0=3

But this is illegal.

Though for the same price I can get a powered up form and can boost any stat to a total of 7

ATK:5
DEF:5
SPD:3
TEC:3

So doing it THAT way seems to be fine, or do I lose my stat boost? Why would I ever get a power up over a powered up form?
