You may be underestimating Draculas power quite a bit, not saying victory is impossible but it would probably be a fair bit more of a difficult process where any promise of territory would probably lead to worse things. Not to mention the many other primes that seem to also be turning their gaze to this verse.
Any United victory will most likely end in betrayal. I don't know exactly how the kingdom feels about it but I'm sure a chance at regaining the verse would be a good bet but I doubt Darkshire would be totally happy about it. The Empire might seek it as a way to get Moreno prepared to strike at the kingdom.
I suppose I have my personal opinions on how to solve this problem and how such territory should be divided, but since it's your plan I will only suggest you keep in mind diablo could return and ruin your plans so a strong military of a more permanent basis may prove more successful. I mean unless the liberation front were to seek conquest of the verse.
Be prepared for surprises as best you can I guess.

Darkshire wants nothing to do with the Kingdom. That's been a common theme in Darkshire the last few years. Getting rid of the old mayor and replacing him with Dobson's Council was also seen as a means to purge remnants of their colonial history.

I doubt Darkshire would want to share any land with other Verses anyway. Imagine if a foreigner came to your home and started spouting off about how they're here to help so you should give them your stuff.

So I was saving these questions until it was official, but it looks like it's official.
In the Underverse, I am still allowed to summon items, create moves, heal, etc. as if I were in any other Verse?
And if I die, I still follow the seven OoC and IC rules, just I'm in a different part of the underverse? (is there still that week of summoning sickness?)

Yes. You can operate as normal in the Underverse.
Also, yes. When you die you just reappear somewhere else in the Underverse. All death rules apply.

Does the kingdom have any interest in reconquering Darkshire at some point if they could? Not sure if there really the types for that kind of aggression but am unsure.

Currently, no. The Kingdom is fine with being at peace.

Yes. As long as you have that NPC or Secondary approved you can write as them detached from your main character.

Yessir, as long as it's a personal NPC and not like a site NPC. You'd need permission to do the latter, but the former is fair game.

Government Sanctioned Labs will likely be in Tier 1, under Gero's jurisdiction, with the more dubious experiments tucked away from the public eye and only the "wholesome" science accessible to people not affiliated with the Empire.
The illegal labs could be on any tier, but expect that those closer and on Tier 1 to be nigh impossible to find and conducting small scale experiments, while those very deep would be unhealthy to even approach.
Best bet for a Laboratoty you could reach with minimal danger and the greatest chance to find what you're looking for would be near Tiers 4 or 5.

So, question for you. If you rename it as something else, you could use items from other fandoms, if you adapt them to fit your character right?

Yes. That item performs a specific function. That function isn't specific to a fandom, only the device that does it. Like a Tricorder from Star Trek. A sensor array does the same damn thing.

Was kinda referring to the Life Fibers from KLK, as the only thing in Matt's part of the DC universe that could provide a similar boost would be more likely to kill him, if the animated series was anything to go on. So nevermind the idea.

Say I'm making T1 buff/debuff move.
Could I, theoretically, make it give someone +4 ATK and -4 TEC at the same time (with 1 sp).
Or do the same for a different pair of stats (like +4 SPD, -4 DEF) and increase those numbers for a similar T2 and later T3 super move.
(I'm aware it seems obsolete)

Would the effects of a Healing Centre and the regeneration power stack? So, since the description for Healing Centre says even grievous wounds can be healed within hours, could that be shortened if you have regen, or would one cancel the other out?
