First off welcome and all that. I hope you like it here. Just have to work through a few things with your Moves and you'll be good to go.
Cordak Blaster: Ammo doesn't cost OM to restock. A Weapon like this is better saved for a Super Move simply because of the power you describe it having. However, if you truly want it to be a normal Move, you have to realize that it won't be able to just utterly reap as much destruction as your fluff says. Its damage would be determined roughly by your Attack Stat. The reload time and all that is fine as well as the Area of Effect as you have Area Attack. However, the speed again would be relevant to your Speed Stat. There is no way it would travel 40 MPH. It would essentially be as fast as a gun or the speed of an arrow for balance reasons.
Twin Cutters Again just realize that what you have written is fluff and these 'cutters' may not be able to always cut through everything that you describe. Otherwise this is Approved.
Elemental Attack - Ice For this just realize that its overall power will decrease as you span out towards its maximum range. I also wouldn't give 'stat' numbers to what this can limit and instead would use more vague literature terminology. As even with stats pointed out it may not always do what you have listed. Essentially, what you have written is guidelines for what the Move can possibly do, but not automatically do. Lastly, without any significant drawback, 5 to 7 mins is way too long for the effects of this nature to last. Note some sort of restriction on how often it can be used, or perhaps mention how much energy it drains from your character.
Water Breathing: Okay, so....I'm actually going to pm Omni (the admin) about this....simply because I am not sure if this would require the Survival Power or not.
