It seems as though you have a solid foundation for Cirno going at the moment, at least in regards to her offensive ice powers. I'd avoid buying new direct attacks for a while and focus on your ground air game. Purchase Burst Movement and make a dash move with it to make the most of your high speed stat, and Debuff so that you can begin to make moves that slow enemies down.
A T1 Power-Up that makes you even faster would be beneficial. Based on your DA fights, it's your stupid speed that has been your biggest asset. If you're able to accelerate even harder and faster, while simultaneously slowing your enemies to a crawl, you have the makings of a pretty dominating fighter.
