You want someone delicious, Cell? Well here you go!
In all seriousness, Cell is someone who just won't do with a regular partner. His arrogant, confident and hostile nature means that he would see any strong person as a challenger, not a potential partner. On the other hand, someone proud, with high morals or arrogant themselves would be rather unhappy with Cell, who is after all evil and wouldn't respect his partner's pride. He's the strongest one, and contradicting him on that is a challenge to him.
Of course, Cell just might not work well with anyone else at all. His path of growth, of accumulating power and attaining perfection in all things battle-related is a solitary path, and anyone who would want to help him would end up being absorbed. So, let's think outside the box for a bit. And this is where Cookie Witch comes in. While by no means a weak mage she cannot hope to stand up to a combat expert, and she knows that. While not world-destroyer class evil, she's not the nicest either, luring people with her delicious magic and transforming them into cookie dough. And she's not a proud one, either. She might boast about her "amazing powers" every so often, but really - would that be enough reason for Cell to eat her? To gain the power to cast cookie magic? Who is he, Fat Majin Buu?
Plus, Cookie Witch is, as is to be expected, delicious. Not only can she transmogrify matter into cookies and control the essence of cookies with her magic, she herself is made of cookie. Delicious tasting, zero-calory cookie, always warm as if fresh from the oven and soft like dough. If Cell can restrain himself to not eat her up completely she'll just regenerate, and she'll appreciate him finding her so tasty. She'll be happy to cheer for him on the sidelines if he fights, and when he wins she'll turn his opponents into cookie dough so that he can not just absorb their essence, but also enjoy a tasty snack in the process.
As if that all wasn't enough, she like all witches is versed in long-term thinking and might help Cell with formulating his world-domination plans. Because what's the point in being the strongest of all if all planets are destroyed and there's nobody left alive to be scared of you?
