Anderson is...kind of a hard one to pin down. At a bare minimum, he'd be well and easily within the 10-14 range. At his upper limits, he'd be bordering on LV 20. He's a complete monster, with no issues about killing anyone or anything in his way to get at what he's after, including innocent bystanders and people he could have easily avoided. He even takes great joy and relishes in his hunt, sometimes actively prolonging his fights to inflict greater pain and suffering upon his prey. All that said, however...while he won't actively go out of his way to hunt down and kill/bring harm to those not directly in line with his targets, he most assuredly won't go out of his way at all to avoid them. He has also been noted to occasionally come to the defense of those who cannot defend themselves, regardless of their faith aligning with his own or note.

He does actually seem to regret his actions, to one extent or another, or at least realize how atrocious they are. He has fully and knowingly acknowledged himself as little more than a murderer and an assassin, and has resigned himself to going to hell when he dies, making it clear he has no delusions about what he's doing or why he's doing it. But he has expressed a desire that he could have been born as a terrible disaster, without a heart or pity, implying he does actually feel remorse or regret for his actions, to at least some extent.

Despite all of his violence and wrath, however, he also runs an orphanage at the Vatican, and actively encourages the children under his care to lead good, peaceful lives. However, even his most gentle teachings carry traces of violence. When he scolded two children for fighting, he reprimanded them with the statement "Violence is never the right answer, unless used against heathens and monsters."

It all makes his true LV difficult, at best, to pin down. His actual capacity to hurt and inflict pain on others is unquestionably extremely high, but he doesn't bear all of the signs of complete disassociation with it that some of the higher LVs do.
