The chatbox thing was a conscious permissions change that's also now on the old themes (it's nothing to do with the themes). Guests can't actually post in it, but I want them to be able to see the chatter as incentive to join up. It's still disabled for accounts awaiting activation, though, otherwise they'd be able to post in it.
