Great Fireball - I'm going to say that, initially, half a second of time wouldn't be enough time for the move. One second should be the baseline.
If the move is going to be charged for more precision and power, then you need to Give a charge time. Also state whether it get's larger or not.
You can pretty much remove "- while slowing down on the chakra flow will make the flames weaker and less precise - but will not increase it's range." as it would be assumed that the non charged version of a move would be the weakest (in most cases).
The move will only cost you 600 OM
Also, I suggest picking up physical strength. you have 5000 starting OM.
