No, you don't need the flight power. Flightless birds and all. You can either cut the move in half and just use one part of it for now (inhaling OR exhaling), or maybe cut Flight back to Advanced Super Jumping, or take away Physical Strength ... whatever you decide, it's not a huge deal since you'll be able to buy it once you've earned another 300 OM.
