For my NPC Prime, though he hasn't appeared yet...I guess it's different depending on the guise.
As Mind Master, he...Well, he was likely in 4-9 in his own world, but he's a 2 at most here.
For the John Jales guise, as far as everyone knows, he's a level 1.
