I think Proto Man's probably Lvl 3. He's never murdered someone, but he's also not thought twice about defending himself through non-pacifistic measures. I think the big difference between Proto Man and, say, Mickey, is that Proto Man tends not to regret decisions. He might be a child, but he's still a machine.
Shang is obviously a Lvl 2. He does all he can to preserve life.
Thus far, Seventeen's probably a Lvl 3. The previous iteration of the character ran the gamut from 2 to 19, but I think he's probably at the low-end of this spectrum thus far.
