Consumables work just fine.

So if you just did a battle and you lost would you still be able to go if you are captured by the police who are to weak to kill you?

Don't know the context you're talking about, but to sign up, you'd need to be able to go to one of the locations listed in the IC thread. If you can reach those places unmolested or uninhibited, then you're good.
