Is it possible to form a town of secondaries?

If you needed other writers in order to make the town seem like it breathes, I'd be willing to help out. Like Mark said its going to take time, regardless if a Prime where to create it or just the gathering of Secondaries within the Dunes. It might be easier for the Staff to manage if One or Two NPCs were made and submitted for site use. Then those NPCs could be the driving force behind the settlement. Until, over time, it became a small town.
