I realize there's a thread for NPC submissions, but once they've been posted, what do? Is there some kind of okay that's needed, or can they just be used right away? Would that be too many, or would a general submission of the "Crew" work, or....what? I do plan to have them be publicly available for anyone to get involved with their crazy shenanigans, and would like them to be "official" NPCs, I suppose is the word, if at all possible, but whatever is the call on this is what I'll do.
The NPC Submission thread is where people can post their ideas for site NPCs. If approved, those NPCs would become part of the Omniverse canon.
If you want to create your own NPCs who are Primes, you just need to run it by a staff member. There's a limit of two, pending any extenuating circumstances (see the NPC section of the Roleplaying Process).
There is no limit to NPC Secondaries. You can have as many as you want. I have several
