Papyrus would be into the minus figures. Not even 1 or 0 
Undyne... I think I would place her at the upper part of the 4-9 range, 7-8 maybe, I'm not really certain. She's very much into the whole "justice" thing and even then people talk about her "beating up" others rather than killing them. It's not even clear if she was the one to defeat/kill any of the humans that came into the underground before the events of Undertale, and I highly doubt that she has killed any monsters as people think very highly of her.
On the other hand she doesn't exactly feel bad about attempting to kill Frisk, or any humans. But if she was faced with the consequences of her actions, with the bigger picture, I think that she would feel remorse.
