Desco, you're making a big deal out of something that is required to be paid for.
Water walking has distinct advantages as it allows you to walk on water instead of having to swim. Also, the way Ururu's move is phrased allows her to use it in combat with minimal energy cost and concentration, it can also be used to walk up walls, along ceilings, up trees, on water etc.
Also, no, not all characters are granted the ability to breath under water (naturally) when they enter the Omniverse. It's just stated that characters that can, don't need to purchase it as a move. Also characters that can't would not need to purchase it as a move as they could just summon a breathing apparatus, which would have it's cost hand waved.
The move is being used to give advantages in battle, therefore it requires a cost. That's a simple as it gets. It's not changing.
If a move that you think should be fodder can be used to gain advantages in a competitive sense, we are going to charge you for it. No getting around that.
