Sorry this is taking so long. I'm not of the authority to approve you myself, but I can help grease the wheels a bit for when the Angels descend on your application. The majority of your application looks swell in my opinion. The only thing that I'd change would be the moves.
For Them Bones, it's cool to have an attack and utility function if you price it at 600 OM like you did, however there's the issue of the variability of the move. Depending on what you'd want to accomplish with it, you may need to jack up the price for each variability. There are certain ways to do it where it wouldn't cost extra, but that's really only if the use is EXACTLY the same and only varies cosmetically (like a bone wall of large femur bones or a bone wall of skulls that both are the same size and durability, etc). So I'm not sure what you're exactly aiming for, but from what I know of Undertale, maybe you want bone columns that shoot out of the ground to stagger/skewer foes? Maybe a group of bones that come up in front of you as a shield? You'll have to tell us flat out what you'd want to do, as the 'wide variability' thing can lead to balancing problems. You can check out Thaal's moves for an example of how to correctly vary stuff, he put a lot of work into getting his Hard-Light stuff to work with Omniphysics.
As for Gaster Blaster, it looks appropriately balanced but I wanted to mention that even though it's listed as his strongest attack, it'll only be of average move strength as is. Like maybe Kamehameha level strength if you're familiar with DBZ. If you want a hugely damaging effect, you might consider a Super Move. If you're fine with it being like that and you're cooking up some crazier attacks for Supers, the move is fine as-is.
Anywho, that'd about do it from my perspective. If you want to work on the variations of Them Bones, drop a blurb here or in the Workshop thread and I'd be happy to tweak it with you. In the mean time if you want to get approved without Them Bones, just state it here (with your new account) and when an Angel appears you can get to writing faster while your moves are fine-tuned.
