Omni has actually clarified here that bold, italics, underline and strikethrough are all permissible. The excessive formatting we’re concerned with is changing fonts, colors, size, etc.
This is true. If you’re referring to the titles as seen from the front page, however, the cut-off appears to be 25 characters.

I’m going to say that unless I’m overruled, you can only do a single quest at a time. As for failing them, I don’t see why not. Bear in mind though that if you decided to assist a criminal element you’re susceptible to having a bounty placed on your head by the opposition (The Empire, for example). And yeah quitting it by just deciding to have your character walk away is fine and wouldn’t have a penalty at all.
By reference a quest, do you mean mention someone asking for help with a quest and you turning them down? If so, that’s fine.

My question was to ask someone to clarify that using the brackets / formatting of that kind are not allowed (in excess) so no italics or holds? I'm a bit confused.
Bold and italics are bbcode formatting, so yes, they are not allowed in excess.

As far as I can tell, they don't -- I saved a new thread in drafts and it never trailed off into an ellipses (I don't know whether or not this would change if I were to actually post it); it did, however, allow no more than 85 characters in the title.
