Full on commission and red tape is fine with me. Would make great down-time fodder in the form of mission debriefings and being chewed out by the brass for blowing shit up. (BECAUSE THIS IS VAD'S WIFE AFTER ALL) As for the variation of available missions, that's exactly what I like to hear. It's not going to be a problem to create quests for a Special Forces team. At least in the foreseeable future.
How many recognition bonus' is one able to collect? I'm thinking each time I earn one it would count as a promotion. Not necessarily just one rank either. Depending on the difficulty it could be several ranks. Like straight from Ensign to Sergeant, but it would give the rank I achieve an official vibe and not just something I slapped on.
