Last I checked, almost half the people on the bounty list got there after killing or at least beating up some stormtroopers...
It's fine to say that the likes of the Marines and Dredd are capable of taking down Primes, but unless you're retconning out a whole bunch of what's been written on the site already, then you can't really make out the stormtroopers to be anything close to that level.
And honestly, I don't see why you'd want to; it's not like the movies portrayed them as being particularly useful in a fight, after all. Did any of them manage to land a single shot on target? At most, those guys have 1 TEC.
So, my question is: are you sure about that?
I would just like to point out that the Stormtroopers were the elite of the Imperial forces, and were the primary reason the Empire was capable of conquering most of the known galaxy. They were portrayed as incompetent or inaccurate in the movies because of the age-old necessity of the bad guys needing to lose. They did have the finest weapons, armor and training in the galaxy, so they're not to be underestimated.
And while a single Stormtrooper might not be a match for even a fresh prime one on one, I'd say they're still about as strong as a Tier 1 Assist as far as actual stats go, and that's at a bare minimum. Proto Man has outright said they would even be a match for a fresh Prime. And another thing to keep in mind, when is it ever just ONE Stormtrooper?
And I'd like to point to the numerous PSAs and reminders about Secondaries not being weak, and people just ignoring, disregarding or forgetting about that fact to explain the frequent Stormtrooper casualties. Stormtroopers would be able to handle a fresh Prime easily. Probably even a moderately powerful one.
