it wasn't really a quick question, so I'm responding in a thread.
When a Prime summons a secondary to the Omniverse, whether it's on purpose or by accident, the secondary retains any and all memories up to the point in which they were taken from. A prime can't specifically chose what memories they do and do not keep (we as players get the liberty of choosing from when and where our secondaries come). Something else to address is that you can't summon secondaries that aren't from your universe, the fact of that matter being that your character just won't know them and it would make no sense.
In regards to summoning a secondary, Unless they are a summon or an assist and you're spending SP for it, I wouldn't try it, It's something I wouldn't think would be allowed. If they did kill themselves and the plan was to re summon them, then it would be the same secondary memory wise but also technically a different copy of that secondary. But why would you want to do that? that's just less story for you to write (which means less OM). It also seems a bit like you're trying to game the system.
For the recall thing, I'm going to say a flat out no. The fact of the matter is, if you're in that position, anyone who was putting you in jail would simply take your weapons/ items away from you and you wouldn't be able to teleport out at all. Don't just assume that they would keep your items while you're in jail. The people putting you there have been here longer than you, the also know more about the world than your prime character.

Honestly, I never really understood the ruling all that well even when it applied to books. You'd think if people can summon chocobos by having played FFII this one time then surely so much as having a vague memory of the cover image ought to be enough to summon a book... but that ruling's already been made. Not much point in discussing it now, I guess.
