Forzare would need either Remote Control or Debuff. It can operate on either. It sounds more like Debuff though, as a fire-and-forget type thing. If he's actually holding it and controlling it himself, RC.
It wouldn't necessarily need Materialize, if he throws the hand from himself. If it just appears, it needs Materialize.
