For the second attack, I can see it as a 300 OM basis because Specter is basically blowing up the surrounding area with his prowess, nothing more. Simple, sweet and to the point.

As for the first attack, I can see it as variable because his prowess forms spears around him, gets more powerful and shoots off before he charges for a new set which takes time.
