Dobson - Nothing, really. He's probably the most out-going member of the Darkshire 'leadership circle'

For the mayor, you have to do something that would actually warrant an audience with a mayor. Proto Man and Whirda (on separate occasions) met with the mayor to discuss the Blight. Shang Tsung and Atelos met with the mayor after finishing the Darkshire faction quest, which involving taking out a group of monsters near the city walls. For both pairs of primes, the meeting with Boone was arranged through their existing relationship with Dobson.
