In regards to "giving away OM," what would you call the Book Club, Voting, and Fortnightly Bonuses? All of that is free OM earned outside of actually roleplaying. Also, the 50% Participation Bonuses fall under the umbrella of Gifted OM.

The difference is that none of those activities involve the roleplayers themselves giving their OM away; it's brand new OM that isn't subtracted from anywhere. The OM gained that way may be earned and awarded for OOC activities/reasons, but it is still earned and awarded in much the same manner as regular OM. In other words, those activities don't involve the exchange of OM between members, but are simply a net gain. By comparison, OM is exchanged among members in the case of the lottery; indirectly, but even so, it does change hands.

I know that may seem minor/trivial, but if members are permitted to give away OM for the lottery, it will inevitably raise the question as to why they can't give away OM to other members directly as well.

Thus my suggestion that you have to use the Fortnightly Gains and purchase them in the same thread. SInce It happens at the same time. You never get the OM until the FG happens and its updated. It is just risking your OM OOC before you get it.
