To my (very meager) knowledge, Ragna was a wanted criminal with a very high bounty offered for his head in his original universe as well. If that's the case, surely there is a bounty hunter character from BlazBlue you could use or at least someone who worked for NOL and was tasked with hunting down Ragna. From my very rough research, Hazama would suit that role quite well, though I have no idea how much sense that makes with BB's storyline.

Alternatively, if you want to make an original character, you could make a Boba Fett-like bounty hunter. This IS the Empire from Star Wars we're talking about, after all.
