Hand-Cannon: This would cost 600 OM. 300 for being able to punch people with the arm. 300 for the machine gun part. Unless you just intended the cybernetic stuff to be for shooting (when physical strength isn't a requirement). Also, does he need to reload this, or does it have unlimited ammo?
The Punisher cross: Super attacks are attacks, rather than just an individual weapon. So, if you wanted to make this into a super move, you'd need to say something like, "he unleashes a barrage of bullets and rockets from the cross" or something. If you do that, be sure to specify the rough range, the size of the rocket explosions (and how many are fired), and roughly how long the attack lasts.

as that leaves the most room for writing outside how he would typically act
as I said vash uses fast-reload clips with the breaktop so it actually only takes about 1 second for a full reload with them, if he didn't have one that would probably be about right.
as for the cybernetic arm, it doesn't technically have unlimited bullets but it is fed through a tube under the coat to an external source of ammunition, which may come from his plant powers or he may just stock up on a lot of bullets that's up to interpretation but it has continuously fired for quite some time before. I'd have to rewatch the episodes after the upgrade for a benchmark on that.
as for the cross, I'll go ahead and write that up now.
