It's the trade off for being invulnerable to physical attacks? Otherwise phasing would be have to be renamed Invulnerability.

But Physical Attacks are balanced identically to Elemental ones. Which it Reece's problem.

I don't see how balance enters the equation. If you have phasing you can use it to become invulnerable to physical attacks REGARDLESS of who uses them or what balancing their subject to.
