1a. Banishment is forbidden. It kills writers motivation and should not be used.
   1b. In extreme cases, banishment may be allowed by a unanimous vote of all members level 3 and above. Once the vote is complete a Lvl. 4 member will purchase the Banishment circle and carry out the work themselves.
2. Members can not attack other members. Even honorary members are included in this rule.
3a. No shit talking other players or being generally toxic. This includes the discord, faction forum, and the OV chat.
  3b. In the event of a member being generally toxic and making the faction look bad all official members (excluding the accused member) will vote on whether the player is guilty. If there is a majority saying guilty, the members of the council will decide the player's punishment.
4. In the event of a tie, the level 3 members and above will vote on the issue. If there is another tie, members of the council will only vote on the issue. If there is another tie King Gilgamesh, praise be unto him, will make the final decision.
5. If members think that a higher tier member is abusing their powers, misrepresenting the faction, or something to the likes, they can be demoted a tier by a 2/3 vote of the tier below them. This even applies to members of the Level 4's and Gilgamesh
6. Recruitment and large issues will be voted upon by the council.
7. Laws will be voted on by the entire faction
8. Aggression from outside the faction is treated as aggression towards the entire faction,
8b. However going out on your own and picking fights without the approval of the council can leave you to the consequences that your actions incur. We need to stand togther as a united front in the face of aggression but we cant have it seen as us just ganging up so we can pick fights with anyone we want, being viewed as to aggressive could lead to our downfall again.
9.We ask for a level of transparancy with our members, not exact details but a rough outline of possible plans and involvment with other factions as well as long term goals for your character, this can help us work with you to find a more enjoyable place in our family, and also allow us to make sure there will not be conflicting interests at a later date.
10. Anyone with access to the faction forum may propose laws, even if they are only Tier 1 Members.
11. Civilians are of the utmost importance to a city and must be protected. If a prime violates Nippur's citizens in any way, on their first offense they will be exiled and barred from city entrance.
11. A) A second offense from the same prime elicits hunting down and capturing this prime for a public execution.
11. B) A prime in the NB faction on a first offense will be publicly exectuted by Gilgamesh.
11. C) If this prime does not submit to the execution or offends again, they will be executed again and be kicked from the faction
11. D) The public executioner will be designated by Gilgamesh on a case by case basis unless otherwise said so.
11. E) These protection rights may be suspended if there is an ongoing trial of Empire or Anti-Establishment involvements
11. F) Any territory occupied by New Babylon will give citizenry to any and all willing occupants
12A) Since Gilgamesh is the King, all members must give a simple gesture of loyalty of kneeling, or an acceptable alternative, to Gilgamesh when he requests it.
12 B) Any and all armed guards(Forces) will kneel as any Level 3 or 4's enter their presence.
12 C) Anyone who disobeys these laws will face punishment decided by the person whom they've disrespected. This punishment must be approved by Gilgamesh
