i knew this move would be a pain to get it right

Ok, i clarified the moves (i think?). Your questios made me realize that the limits of his powers were too vague, so i added the specifics in one of the fodder moves - that is, what happens with overuse. Using it as a baseline, i defined the exact limits of (for now) his only real move. In canon, using his powers don't seem to have an effect on Leo's stamina, so i tried to stay true to that (with a few adds here and there for better rp'ing), while still defining balanceable limits. So, asume anything less than the "cap" have no effect on him.

The Telepathy description says you don't need the Homing proficiency for targeting people. Do i really need Area attack to target more than one enemy? And no, it's not a wave of energy or anything. There's no "travel time"; he automatically targets who he wants, telepathy style.

And i have the Ranged prof because it's required. If it was by me, i would have started with Debuff and make some other moves.
(This version of Hyper Focus is the only one that doesn't use Debuff - at first, i would leave aside Enchanced Senses to have enough OM for the move. I called his powers "The All-Seeing Eyes of God that Don't See Shit" because of the absurdity of not starting with enchanced senses on a character defined by vision powers LOL)

Now, the updated move set:

The All-Seeing Eyes of God – fodder – Enchanced Senses

Leo's special power, granted by a godlike being for purposes unknown to him. With his eyes, he can see through matter, detect illusions, see the invisible, follow movements too fast for normal eyes, see other people's aura, detect micro details on stuff (like textures), etc. His vision it's weaker than how he remembers it though, but still useful nonetheless.

Using his powers won't tire him in the slightest. However, there's still limits on how much time he can use them and/or how much stress his eyes can stand:
Soft limit: after a certain amount of use, Leo will start feeling the first simptoms of overuse. Crossing the soft limit will make Leo feel pain and dizziness while using his powers from that moment onwards. The more he uses them after crossing it, the stronger the negative side effects.
Hard limit: he's in pain, bleeding, shaking, and can barely stand. He can't use his powers anymore until proper rest.

These effects are acumulative throughout his whole move set, but how much they "add to the cap" will depend on the specific move in question.

Hyper focus – 600 – Ranged proficiency, Enchanced Senses, Telepathy

By concentrating for 1 second, Leo can overclock his eyes, allowing him to gain full vision over the range his Enchanced Senses work over. Instead of only seeing perfectly at point blank, the "clarity zone" extends to his whole range of vision.
Any fast movement will break the effect, be it turning his head too fast, a sudden noise that involuntarly shifts his eyes, running, etc. He can walk and turn his head or eyes normally, but he needs to be careful to not overdo it. Breaking his concentration will stop the effect too.
He can safely maintain it up to 15 seconds, which is the soft limit of this move. 30s is the hard limit.

This move has an offensive use, in which, after the inicial 1s of concentration, Leo surprises others by making them see what he does. Because of the intense stress of the overclocking, suddenly making someone process what Leo does can cause inmediate, almost debilitating pain. It doesn't do much damage, and the effects wear out quickly after use (15s max for someone without DEF), but the intense and sudden shift in vision can disorient anyone.
Leo only keeps the effect for half a second: more than that and the target would start getting used to it, losing the surprise factor and, thus, the intended effect.
Leo can target anyone on his field of view, including multiple people, as long as they have eyes (or the equivalent). The exact limit as to how many he can affect at the same time is 10 targets, which will inmediately make him cross the soft limit after one use; two uses on 10 targets is the hard limit.
For the purposes of this move, Leo can't activate the self-buff version and use what he sees in that mode to target and attack someone. It's one effect or the other, not both.
As any telepathic move, the effect will depend on the difference between Leo's TEC stat and his target/s: having full effect on a target with lower TEC than Leo's, dimished effect on equal TEC, and little to no effect over one TEC point onwards. How much it'll hurt is a matter of Leo's AKT vs his target/s' DEF.
