@Schwi: Or you could just get a communicator. Then you can actually talk to all your secondaries wherever they may be. As long as you met them after getting it.
Also, I don't think your idea would work. Since I'm fairly sure you could theoretically summon the same person twice. Secondaries aren't as regulated, and IC Omni has very little influence. So trying to summon someone would always get 'yes' as a response (assuming it worked the first time) unless you don't have the slots.
