In all honesty, I just need for Matoro to get physically close enough that he feels a 'dark' aura that he's felt whenever he was near a Makuta when he gets near the Emperor, thus realizing that it'd be a real bad idea to ally with him. Matoro (most likely) won't declare himself as an enemy of the Empire, he most certainly won't ally with them. (This, of course, doesn't mean that he won't work with them on 'Neutral' missions, such as taking out a threat that's not allied with others.) However, the second mission fits quite well with Matoro's Toa Code, so I'll make use of that quest. Thanks for coming up with these quests!
