Would I need moves to represent unintentional environmental effects from gathering energy?
Example, thinking ahead, when Goku goes Super Saiyan for the first time and lightning strikes around him - this would have no bearing on the actual fight mechanically speaking but would probably need Ranged Materialise Proficiency if I was trying to draw something similar up as an attack. Similarly, 'powering up' often causes the ground to shake and minor damage to the environment. It feels like this could be given a mechanical effect but that might be taking things too far?

If like you said it's just for dramatic effect and has no actual bearing on the fight (i.e. no damage, debuff, buff, etc.), you don't need a move or any special powers/profs. If you wanted to have the lightning cause damage to someone near him, or a rush of air to block an attack or something, then you'd need extra stuff.

Can dead folks be summoned from your world as a secondary? I plan to use them in a quest of mine.

You can both summon people as secondaries that are dead in the original world of your character, or re-summon secondaries that died in the Omniverse.

Yes you can use stormtroopers to capture you.
The only issue is: be aware that any actions you make to escape could have consequences.

How do stats work with moves that take two people? What if you had a move that used your assist as a weapon such as rolling him like a booking ball into the enemy?

It'd work the same as any other move. No moves ever truly 'require' two people. The 'requiring' the assist thing would just be flavor, since when you buy the move you have it whether the assist is out or not. It would basically go off of your ATK stat.

The astronomers noted in the star piece quests - do you need to request permission to use them before using them? Not sure as they don't (seem) to be in the site NPC area...

I'm not sure, but I wouldn't think so, seeing as they're an absolute requirement for the quest.

To what degree is an NPC allowed to be similar before it crosses over into that fandom's property?
case in point, if I want the Sage to encounter an imperial bio-weapon that was made by Doctor Gerro, and is essentially a prototype for an Imperfect Cell, would that be disallowed since my character is not from the DBZ universe?

Correct, no go.
Now in this instance, Dr. Gero is an Omniverse NPC, so if you wanted to have your character run into a bio-weapon that was made by Gero AFTER he showed up here, that's fine. Bear in mind that Omniverse Gero is pre-android saga. Hit me up if you want to flesh out details.

On the other hand my Empire NPC Genjuro specializes in bio weapons and could probably have done it for you over Gero.  . But probably should chat here :p

In the Telekinesis description, it says that you need to make Moves in order to affect Primes. I read that as the power cannot affect Primes (eg. grab their clothes from afar and lift them up) unless I bought a Move that would allow basic telekinesis on a Prime. Have I got the right of that?

That is correct: the Power Telekinesis cannot affect characters (not just Primes) directly - even an indirect effect like grabbing their clothes would be circumventing the rules.
Keep in mind that you can still grab things thrown/shot/etc by other characters, such as a grenade or even a bullet (with enough TEC).

Regarding Stamina, I'll add this to the FAQ.
Stamina is like a generic stat that never really goes up or down, it's just that, as your ATK/DEF/SPD go up, it takes the same amount of stamina to do more damage. So doing a lighter punch, way below your full potential, would be easier for you. I figured that's the easiest way to do it, since 'stamina' is not an exciting stat and never one that anybody wants to pay attention to or put points into.

I have posted some into the thread where Humble Sage is doing his Starpiece quest, leading to a little interaction. I wasn't doing any quest myself at the time. Would I be allowed to submit that thread for a Bonus?
EDIT: Second question. In the Vasty Deep info for the "Gala Date" quest it says "Must have done any Empire-Imperial Navy faction quest". Does this mean that having done EITHER the Empire affiliation quests in Coruscant () OR having done the Imperial Navy affiliation quest ("Lace up your bootstraps") is sufficient, or must it have been an imperial navy affiliation quest (with currently only the "Lace up your bootstraps" being eligible for that)?
