So, I'm planning to swap out Arturia.
When I do, I would like to move Arturia to be my other character's Prime NPC. (Jeanne d'Arc)
Is this possible to do?

Yup, both Arturia and Jeanne are from Nasuverse.

That's fine. Just submit Arturia through the NPC Approval Thread, with the added information we include for Prime NPCs, and you're good to go.
