Character history:
Short version: Undyne is taken to the Omniverse about a day after the endings of the True Pacifist Route, having left the underground and come to live on the surface with Alphys.

Pre-Game Events
Prior to the arrival of Frisk, Undyne was born and grew up in New Home, the enormous region beneath Mt. Ebott where the Kingdom of Monsters lived. As a kid she once challenged the Monster King, Asgore, to a fight but could not land a single blow and found herself humiliated as all he did was dodge her attacks without fighting back. Asgore offered to train her after the fight and eventually promoted her to Head of the Royal Guard, which among others entailed the duty of pursuing and killing the humans that fell into the Underground.

Waterfall Region
After Frisk befriended Papyrus and entered the Waterfall region Undyne began her pursuit, despite Papyrus attempting to convince her not to attack the human. Eventually she confronted her at the entrance to Hotland and attacked her. Frisk proved tenacious however and fled the scene, to which Undyne gave chase into Hotland and eventually collapsed because her armor heated up. Frisk poured water over her, bringing her back to her senses. Confused and frustrated, she withdrew to Waterfall.

Undyne and Frisk's Hangout
But was that her last meeting with the human? Far from it. At Papyrus's suggestion, Frisk came to Undyne's house to hang out with her, much to her anger - had she come to rub her victory in? No... she wanted to become FRIENDS with her. She was about to kick Frisk out when Papyrus presented "becoming friends with Frisk" as a challenge, and her hot-headedness made her turn around. They were not just going to be friends. They were going to be BESTIES.
Long story short, the hangout started pretty decent but when Undyne remembered that Papyrus, who had bailed, was going to have his cooking lesson but wasn't there, Frisk was going to have it for him, it turned into a disaster (It ended up with Undyne's house burning down), but in spite of it all Frisk convinced Undyne that she could not fight her... and Undyne ended up accepting her as a friend, as she went to live in Sans's and Papyrus's house for a while.

Undyne and Alphys
A while after their hangout Undyne asked Frisk to deliver a letter to Alphys, in Hotland. Though there was a great many misunderstanding with Alphys believing that the love-letter came from Frisk because Undyne had not signed it, but after Alphys expressed her feelings about Undyne to Frisk and the fish-woman was nearby, searching for Alphys, heard everything. She was much happier about this than she openly admitted and thanked Frisk. While the human went to confront Asgore, Undyne met Alphys and they confessed their feelings to each other.

The last battle
Undyne was one of the many who interrupted the battle between Frisk and Asgore and demanded that they befriend each other. She nearly kissed Alphys that time, but was interrupted by Toriel, and later Flowey who ensnared them and sucked out their souls. She blanked out until her soul was returned to her and found that, during the blankout, the barrier imprisoning the Monsters in the Underground had been broken.
Being allowed to go free and with no further need to attack humans, the Royal Guard was disbanded, leaving Undyne free to go watch anime with Alphys. Having gotten out in the morning meant that they had the entire day to explore this new world, loving every second of it. The entirety of the one day of time that was allocated to them both.

After making the most out of her first day on the Surface they went to sleep, and Undyne woke up not to the sight of a new morning, but in a black void with a white being grinning at her. His name was Omni, and this was not the world she knew.

Undyne wields her magic weapon, the Magic Spear (she usually calls it "Spear", or sometimes "Spear of Justice" because anime), to attack her opponent. She can make one appear into her hand by holding it out for ~2 seconds and with minimal energy expenditure (she could summon 30-35 before becoming too exhausted and needing to catch her breath). She is also able to move freely while summoning a spear but due to the required focus cannot use other moves at the same time.
Undyne has two types of spears. Both types are made out of blue magic energy and are thus not quite as resilient as a metal spear, but can take two or three good hits before disintegrating into magic dust.
Undyne's "short" spear is 1,10m long (including the tip) and has a leaf-shaped speartip of about 15cm, with a pointy tip and sharp edges. Undyne is able to throw it up to 100m far, as it is much lighter than a metal spear, with initial speeds of ~150km/h (about the speed of spears thrown in spearthrowing sports).
If it is thrown the spear disintegrates shortly after hitting an opponent, an obstacle or the ground. Because it is so light its damage is slightly sub-par compared to regular thrown spears.
Undyne can also wield the "short" spears for melee combat, using them for stabbing or slashing attacks. Because they are wielded with one hand she is also able to dual-wield them.
The second spear, called "long" spear, is 1,80m long and with a 20cm speartip and can only be dual-wielded and used for melee combat. It's a more unwieldy weapon in close quarters compared to her "short" spear but has a greater reach when stabbing and slashing.

Trick Spear (300) (Ranged Proficiency, Ranged Materialize Proficiency)

Undyne summons a spear that looks like her "short" Justice Spears (110cm long, of which ca. 15cm is the tip), in the air around her rather than into her hand. Summoning one this way requires ca. 3 seconds of concentration during which she can continue to move but not use other moves, and is more tiring than a regular summoning (5-6 summons in a row before she needs to recover), with the maximum distance from herself at which she can summon a spear being 50m, and at least 10m away from her target. Undyne must also be able to see her target (non-suppressed Enhanced Senses count) and the location which she is summoning her spear at.
The spear floats in the air until fully summoned then flies in the direction that it is pointing at as if thrown (~150 km/h). Undyne can only summon one Trick Spear at a time and is not able to "hold" them in the air after fully summoning them - they will start flying immediately.
The move is designed to hit an opponent from the sides, above or even behind rather than from the front, with the weakness that the spear's flight direction is set the moment that it is fully summoned - usually where her enemy is standing. Once it is in flight Undyne cannot change its trajectory, making it relatively hard to hit an opponent that moves around.

Green Soul Mode (300) (Physical Strength, Debuff Proficiency)

Undyne needs to have a Justice Spear in hand to be able to use this attack. She charges it with a vast amount of glowy green magic, taking ~3 seconds during which she cannot move or use other moves and a good chunk of her stamina (casting it twice in a row would leave her dizzy and exhausted, needing to catch her breath), then when the opportunity presents itself swings the spear at her opponent (until that point it remains ready to attack with energy as long as is needed, with minimal energy drain for upkeep).
The green energy not only makes the spear transcendent, meaning that it swings through an opponent's body without causing physical harm, but as they are hit it forces them into "Green Soul Mode", or "Duel Mode". This debuff lasts for ~10 seconds, during which an opponent is unable to move at more than a walking pace, though they can still freely move all their legs. Super Speed/Burst Movement, Teleportation etc. all continue to work based on the user's "real" Speed, not the debuffed one.
Green Soul Mode also causes Undyne to be debuffed in the same way and for the same time as it's meant to force her opponent into a fight, by rendering them unable to flee.
Opponents in Green Soul Mode can break out of the debuff as early as after 5 seconds if their combined DEF and TEC matches or surpasses Undyne's, by brute-forcing through the effect for one second. If the debuff is broken early this way Undyne is also freed from it.
After Green Soul Mode wears off Undyne cannot apply it to the same opponent again for at least one minute.

Justice Spear - "Undyne's "regular" spear is 1,10cm" Such a tiny spear. So there are two different types of spears, One for melee combat and on that can be used for both? In general you should clarify the wording of this move a bit more, I had to read it a couple of times to fully understand what you were going for. "It is lighter than most weapons of its size and Undyne's great physical strength adds to this, giving her a range of 100m" That part especially. I assumed that is when she's throwing it though

Boomerang spear - I think you're trying to describe it too much, I don't really understand what your going for. Please simplify the wording so that it is easier to understand what you're going for.

Trick spear - so, does this change direction after teleporting behind your opponent, and does it head back towards Undyne herself or the opponent (so even if they move will it still reorient and move towards them)? if so, then it needs homing as it makes no sense for a spear going one way to suddenly change direction after reappearing on the other side of something. Well, I guess you could do it with remote control.

Combat Steal - This would be highly dependant on your STR and TEC, and I mean highly. To successfully steal a weapon every time, you'd probably need double their stats (in both STR and TEC).

"Finally, unless the individual whose weapon is stolen is able to wrest it from Undyne again or they otherwise re-obtain it early, they are able to instantly summon or produce a new one after 30 seconds of losing it to Undyne. They can also summon a new weapon if they have this functionality built into their move." Take that entire part out, it's way too unforgiving to other players who have had their weapon stolen.

"though she can steal one weapon from each opponent in a fight if she's facing many of them" I'm going to say that you'll need to get rid of your previously "stolen" weapon before you can steal another.

Original Green Soul Mode is not approved, will look at the alternate one.

Green Soul Mode - 8 seconds kinda long for someone that can't move at all 5 is probably better as 5 seconds in battle is enough to get a fair distance away. You might be able to stretch it to 7 seconds (most debuffs slow opponents rather than completely nullify their movement).

This will also take a fair amount of energy to use, simply because you're stopping their movement entirely and it doesn't look like there is a way to escape from it. They can still fight (if Undyne get's close) and defend, but that is the case in a lot of other debuffs that do not completely stop movement.

I've done major edits to Boomerang Spear (renamed to Trick Spear) and Green Soul Mode (same name), and edited in the suggested changes to Combat Steal and Justice Spear. Sorry for the extra work that the former two are causing.
The "old" Trick Spear is getting scrapped entirely because I can't seem to find the right words and I realized that it would be hard to include into an RP fight. Maybe I'll submit a revised version through the Move Approval in the future.
I've also added Ranged Materialize Proficiency to my purchases in the OP as it would be needed for Trick Spear (the new one) in its reworked state.

The armored image also contains a picture of Undyne's "short" spear - I believe that it comes to about 1,10m if we presume Undyne to be the size of a human adult. Either way its size is fine to me.

For the edits to Combat Steal and Green Soul Mode, bold means I have rewritten or added this part, and struck-through is for text that gets removed. Justice Spear and Trick Spear would be a mess if I did that because I edited a lot.

As for Combat Steal - I'm applying your suggested changes (thanks for that!) but can you explain why you think that the 30-second rule is unforgiving? Since normally it takes upwards of five minutes to summon an item in the Omniverse, stealing an opponent's weapon would effectively disarm them for the entire fight unless they have a way of resummoning their weapon early or steal it back - that's why I included the part that they can instantly resummon their weapon if they've been debuffed for 30 seconds and aren't able to resummon it faster or reaquire it.
Other than that, for simplicity's sake I'll just scrap the "steal multiple weapons from multiple opponents" thing.
Here's the reworked move:

While this has the added benefit of depriving an opponent from their weapon for a while it's a risky move that requires Undyne to get close to her opponent and tear the weapon from their hands, usually taking some damage in the process. Undyne's combined ATK and TEC must also be higher the opponent's ATK and TEC for her to be able to rip the weapon from her opponent's hands.
Undyne can only perform this attack after witnessing the usage of an opponent's weapon. If it's a weapon with multiple uses she is only able to use the variations that she has seen.
For obvious reasons Undyne cannot steal weapons that are a part of or attached to her victim, such as claws or a fixated helmet. She can also not steal a weapon if it is the only one her opponent has available to them - this goes against her moral code on fair fights. Similarly she cannot have multiple weapons stolen at a time  though after her opponent regains their weapon she can discard the one she has and steal something else. from the same person, though she can steal one weapon from each opponent in a fight if she's facing many of them.
Because the weapon is unfamiliar to her Undyne is not quite as skilled or effective with it as its original wielder. As with all mimicked moves she cannot keep the weapon for longer than an hour before it falls apart into raw Omnilium.
Finally, unless the individual whose weapon is stolen is able to wrest it from Undyne again or they otherwise re-obtain it early, they are able to instantly summon or produce a new one after 30 seconds of losing it to Undyne. Green Soul Mode - gotcha, I wasn't certain about how the debuff would be too powerful though 5 seconds is a bit short, and being able to use it less than 3-4 times in a fight is a little overnerfed... debuffs are difficult to balance.
Here's a revised version which is hopefully better: rather than a full snare it's a heavy slow, it can be broken out of, and Undyne is also debuffed to prevent abuse (it's intended to be a "you can't run away now so you must fight me" debuff, not one for Undyne to run away). On the other hand Undyne has no move restrictions anymore. If 15 seconds of duration sounds too much to you I can also do 10 seconds - again, not sure how much would be considered overpowered.

Justice Spear - How fast can she throw the short spear?

Trick spear - How fast do these spears travel? how many does she summon at once? "the maximum distance from herself at which she can summon a spear being 50m" I'm going to say that Undyne will also need to be able to see where she is summoning her spear, or need enhanced senses to sense people and summon a spear near them.

Combat Steal - For the ATK and TEC part, I would say that it needs to be, at least, double for it to work without fail. "though after her opponent regains their weapon" That doesn't need to be there, it's unnecessarily complicated. It can just be that she just needs to discard he current stolen weapon to steal a new one.

The reason I said the 30 second part was unfair was because some/ a lot of fights don't or might not last that long. There is no dictated time on how long a fight actually lasts. 30 seconds could be an entire 3 round fight, which would mean that they'd either have to fluff the time out and extend the RP time of the fight (just to get a weapon back), or go without for an entire fight.

Green Soul Mode - 10 second slow time is more appropriate.

"It also does not work on opponents that are fighting more than one individual at that time (such as if Undyne has an ally or an Assist on the field, or even a wild animal that indiscriminately attacks them both)." This, to me, seems more like a fluff effect. It probably would effect people no matter what, but you can definitely role play it as Undyne not using it due to thinking/ believing that it will not work.

The green energy not only makes the spear transcendent, meaning that it swings through an opponent's body without causing physical harm, but as they are hit it forces them[/b] into "Green Soul Mode", or "Duel Mode". This debuff lasts for ~10 seconds, during which an opponent is unable to move at more than a walking pace, though they can still freely move all their legs. Super Speed/Burst Movement, Teleportation etc. all continue to work based on the user's "real" Speed, not the debuffed one.
Green Soul Mode also causes Undyne to be debuffed in the same way and for the same time as it's meant to force her opponent into a fight, by rendering them unable to flee.
Opponents in Green Soul Mode can break out of the debuff as early as after 5 seconds if their combined DEF and TEC matches or surpasses Undyne's, by brute-forcing through the effect for one second. If the debuff is broken early this way Undyne is also freed from it.
After Green Soul Mode wears off Undyne cannot apply it to the same opponent again for at least one minute. It also does not work on opponents that are fighting more than one individual at that time (such as if Undyne has an ally or an Assist on the field, or even a wild animal that indiscriminately attacks them both).

The reason I said the 30 second part was unfair was because some/ a lot of fights don't or might not last that long. There is no dictated time on how long a fight actually lasts. 30 seconds could be an entire 3 round fight, which would mean that they'd either have to fluff the time out and extend the RP time of the fight (just to get a weapon back), or go without for an entire fight.

Green Soul Mode - 10 second slow time is more appropriate.

This, to me, seems more like a fluff effect. It probably would effect people no matter what, but you can definitely role play it as Undyne not using it due to thinking/ believing that it will not work.

Did I forget about the throwing speed again? I'm sorry -.-' Good job, me. I added that in. (I think I had them in the original descriptions but forgot them during the rework). And because I am annoyingly capricious and "Justice Spear" sounds odd, I'd like to rename that move to "Magic Spear".

Good points regarding Trick Spear - editing the move to reflect them properly. I don't want this move to summon "volleys" of spears, I plan on saving that for a future move upgrade or Super Move. But it should be free of unclarities now.

Regarding Combat Steal - a bit surprised that you view 30 seconds as being too powerful, to be honest, since that seems to be what many debuffs last - though I do get your point about fights lasting very varying lengths of time. I figured that since Undyne is only able to steal one weapon, and even that only if her opponent has more moves so as not to completely disarm them, a 30 second duration would be appropriate as with any less time Mimic would just be more fitting. If I have the double ATK/TEC requirement on top of that (and unless powerups are involved, few people have that little combined ATK/TEC) and take some damage in the process, the move seems like it has too many strong drawbacks against its benefits.
But if you stand by your point (I can see why you would, debuffs are hard to balance, especially this one) I would prefer to drop it for now and save us both more headaches.

Green Soul Mode - edited to 10 seconds duration. And the rest was a part that I forgot/wasn't sure of to remove when I did the rework, as being snared rather than slowed would have been much more punishing against two opponents than one. I'll just remove it entirely.

Combat Steal, we're going to sit on that for now. I know there has to be some sort of precedent to this (Demetri?), but I can't find it right now.

I'm okay with the other three moves, but I have one question. I know that world class javelinists can chuck spears that far (yea, I had to google for this), but is Udyne chucking that style or straight on? This is a curiosity, and I'll probably be fine with the move either way, but I just wanted to clear that up, because the character sounds like some terrifying spear expert, so who knows.

Otherwise, the moves seem all right. It's obvious that you put a lot of thought into trying to balance them.

Cheers Alex! But okay - I'll go dig through the old Move Approvals and Rosters, see if I can find any precedent that I can later run through the Move Approval. In the meantime, Combat Steal is coming off my list entirely.

I googled myself as well because distances and such are a bit difficult, but yes - Undyne, at least in the game, exclusively uses spears in combat (and for some other stuff) and I do want to portray her in a similar manner. It's spearthrowing in a combat manner (high accuracy and maximum damage) rather than sports style (maximum distance, in an arc) but I figured that because the spear is lighter than a sports one and Undyne is kind of a powerhouse the distance is fitting.

Anycase, the OP is getting updated with the moves as I put them in my last post, without the bold and strikethrough obviously, and Combat Steal's gone.
