Admiral Kizaru

Known by his true name Borsalino to his close friends, the codename 'Kizaru' is an heirloom from Borsalino's original world where he was once part of a trio of three admirals - Aokiji, the blue pheasant, Akainu, the red dog, and Kizaru, meaning yellow monkey.

[float=right][/float]Location/Role: Borsalino serves as Admiral of the Empire's fleet of ships, operating out of the Vasty Deeps. He can usually be found patrolling on his ship, a gargantuan vessel with a yellow fox head mounted on the prow. While it has sails, it has engines that can propel it in case of no wind. He frequently returns to Impel Down, the Empire's fortress-prison in the Deeps.

Appearance: An incredibly tall man, Borsalino stands at almost nine feet. For an admiral, he has a rather scruffy appearance, usually sporting stubble and wearing his coat like a cape rather than actually putting his arms through the sleeves. He has a communicator on his wristwatch in the form of a tiny ‘Den Den Mushi’, a species of snail that enables communication over long distances in the same manner as a telephone.

Personality: At his core, Borsalino is amoral, caring little for others and even taking enjoyment in his station as an enforcer for the Empire. He is extremely laid-back, reflected in the exaggeratedly slow and drawn-out manner of his speech. Regardless of the severity of a situation, he never loses his cool, even to the point of bemusing and annoying his inferiors. This can lapse into irresponsibility at times. For the most part, however, Borsalino is frighteningly capable. Despite his personality defects, his sheer speed and power allow him to be almost invincible against many ordinary Primes.

Abilities: Kizaru is immensely strong, fast and precise. He is also not as unintelligent as his demeanour would lend one to believe; he is able to co-ordinate the entire Imperial fleet in the Vasty Deeps.

Kizaru has the power of the 'Pika-Pika No Mi', which gives him the ability to turn his entire body into light and use light as a weapon. This allows him to move incredibly fast, teleport, phase through substances and fire destructive lasers. He also has the power of 'Haki', allowing him to predict incoming attacks and hit harder than he otherwise would be able to. The combination of all these abilities make him a true monster.

History: Even in his twenties, Borsalino had already built up the reputation of being a ‘monster’ among his peers in the marines. Pirates and even crewmates frequently underestimated him due to his extremely relaxed nature. This left them completely unprepared for what he truly was.

Borsalino rose through the ranks over several decades, eventually reaching the rank of Admiral in the marines of the World Government. However, immediately before the reappearance of the Straw Hat Pirates, he woke up to find himself in the Omniverse. He was completely unphazed by this and proceeded to wander the world until he was met by the Empire.

Palpatine, recognising Borsalino’s ruthless inner nature and his potential as an enforcer, immediately raised him to a special rank in the city’s enforcement, a fact which greatly irked Judge Dredd. Borsalino and Dredd proceeded to butt heads on several occasions, with Borsalino’s blatant disregard for procedure being a major source of conflict. Eventually, in an arrangement which benefited both parties, Borsalino was given jurisdiction over the Vasty Deeps and full leave to enforce there as he saw fit. Kizaru oversaw the creation of Impel Down as a safe place to keep Primes that were too high-risk to keep near the city, and continues to patrol the waters for outlaws.
