I'm not sure if this fits in the Move Pool, but would an element infusion, or the power that makes all elemental attacks have the lightning element added to him, be considered a power, or a move that costs 300/600 OM if it is limited to an alternate form?

It would be a move, and it would depend on just how many things you wanted to have electricity infused into.
For example, "Electric Punch" would be one move, but if you wanted to have "Electric Punch" and "Shocking Sword," that'd be two moves for 300 each. Or you can call it "Electric Infusion" and just pay 300 for each use of it. So it could be like this:
Electric Punch - 300 OM
Shocking Sword - 300 OM
Or this:
Electricity - Punch (300 OM), Sword (300 OM), Kick (300 OM)
etc.

Actually... It would be any elemental attack that Matoro uses while in his Inika form, hence my questioning if it would be considered a power since it's restricted to the form. Elemental Attack - Ice? Now has lightning laced into it. Ice Shell? That's now Ice Shell laced with lightning in it. Wall of Frost? If someone tries to climb or break it, they'll get shocked. In addition, if someone tries to copy it, they won't copy the lightning aspect.
I understand that it'd be considered a move if it was by itself, but considering that it is technically a modification to pre-existing moves and is only active in Inika form...

Mechanically, alternate forms only alter your stats. You can say "I don't have access to lightning unless I'm in my alternate form" for RP purposes, but mechanically that's not actually how it works.
So yeah, it'd still cost the same as upgrading your Wall of Frost to have Lightning in a normal form.

So I just have to buy the upgrade for each move with them being restricted to the alternate form, and then can only need the lightning boost in actual text for RP purposes?

Let me see if I can say that better:
You have this move, "Wall of Frost" (for example) you wanna infuse with Lightning in Alternate Form A.
Alternate Form A costs 2000 OM. You purchase it.
In order to make Wall of Frost have cool sparky effects, you pay 300 OM to add in the "electric" effect.
Technically you can use that any time, but you only use it when in Alternate Form A. That's purely RP fodder and your choice, but you can do that.
