Plot and character Question

So, I want to ask to make sure I'm allowed to do this for a personal plot. I already put something up in Quick Questions, but I realized today that that might not have been the proper place for what might be a more complex question than I originally thought, since I can split it into two parts.

First: Can I use Noise as a secondary? In Neku's homeworld, Noise is created from negativity and free-floating Soul, both of which would probably be easy to come by in Coruscant; the lower tiers would practically radiate both. The negativity from obvious sources and the Soul from any deaths due to things like pollution, gang violence, that freaking symbiote that totally isn't Carnage at all, etc. You need to have a high Vibe and be looking specifically for them to spot them, and they tend to hijack people's emotions to cause more negativity. It's like a snack for them. I was thinking Neku and Medusa could find some floating around the site of Crona's battle.

Second: Can I form a Pact with Medusa for plot purposes? This wouldn't really reflect in game terms, it wouldn't make either one stronger, but it'd make them work together and, more importantly, it would let Neku tune Medusa in to the Noise, like he did for Joshua, since Medusa doesn't have a Player Pin to scan for them.

Third: Can I buy and use an Isolation Verse to simulate the Noise Realm without having Neku throw down an item? Basically, I want the mechanical and story effect of an Isolation Verse; Medusa and Neku versus the Noise without any civilians, but Neku wouldn't be trying to make it happen; it'd just be something that happened when he went after the Noise.

I think this is something you could adapt into the Omniverse, but you have to be aware that there really aren't things like souls here. There's no afterlife -- Secondaries who die just cease to exist, and Primes are immortal.

2. A Pact is some game term, right? I think you asked questions about it. I'm fine with what you two do in your personal thread but yea, it wouldn't translate into game terms unless you submit it through move approval.

3. You can probably just create a move that allows you (you'd have to specify it just works on certain things), if you prefer that over purchasing an Isolation Verse but either would work.

Yeah, basically, a Pact is an agreement between two people to work together. It lets a living person, like Joshua in the game or Medusa in this thread, interact with the Noise as well.
