Character history: TL;DR, this is Future Whis. He's being taken from the logical point he should be, after Future Kaioshin dies and he gets De-Comm'ed in the future Buu Saga.
You have billions of years to go over the entire history of the Seventh Universe? No? Then you don't have time to really get the full picture of who Whis is.
Well, we'll start from the beginning, and simplify a bit. The universe is created. It's given the typical arrangement of an Angel, a Hakaishin, and some Kaioshins for good measure. The Super Dragon Balls are created, that was a thing that happened. They have your usual rivalry with their sibling universe, that was to be expected. All in all things were going pretty alright for Universe Seven for a while.
Okay, so maybe Majin Buu killed the majority of their Kaioshins. That was no good. But they could always recover. And maybe Frieza killed most of the sentient life in their universe on his galactic conquest soap opera or whatever. That wasn't exactly his problem to meddle with. Creating things was Kaioshin's job, and Beerus seemed content to let their little tyrant handle things for a while. (Though he ended up getting killed by a Saiyan after a while anyway, which was hilarious irony.)
He really didn't care when Earth was mostly annihilated by Androids- that wasn't his problem, either. The people of planets all over the universe lived and ended up killing themselves all the time. Though he was vaguely aware of the whole Majin Buu being sealed there thing, it was probably for the best that the planet was mostly uninhabited. And we all know how much he helped with all that in our timeline. (He didn't.) So Kaioshin was not getting assistance whether he needed it or not.
Spoilers: He needed it.
I don't need to tell you Kaioshin definitely died fairly quickly while fighting Babidi. However, at least he saved the universe from Buu. Unfortunately that also killed Beerus, put Whis to sleep, and basically left U7 to become a sitting duck for the next villain to come along. (it was Zamasu.) So, yeah, that was a big mistake.
He doesn't know how much time passed since then before he was brought here. He was asleep, after all. But hey. He's awake now, so it must be better, right?
Physical Description: Standing well over seven feet tall not even including his hair and made of seemingly nothing but skin and bones, Whis is not exactly the hardest guy to spot. Being blue is just the first of his minor abstractions from being perfectly human, though probably the first thing many will notice. To anyone with prior knowledge, his status as an angel would be easily inferred by the cyan halo around his neck. His universe, on the other hand, would be just as easily read off of the designation on his uniform- Seventh. Though not exactly the most pertinent of information anymore, he simply cannot be assed to change at the moment.
Looking at him you get the obvious, objective vibe that he is definitely the gay sibling with the daddy issues. (You'd be right.) While his extremely tall pure white hair isn't helping, that's hardly the greatest factor. He seems to put some amount of effort into his makeup most days, at least into his lipstick and eyeliner. He also paints his nails. Though his outfit is just as modest and non-revealing as any other angel's, only exposing his face and hands, the shoulderpiece seems to only have been added to cover up how oddly wide his shoulders are compared to the rest of him. Not to mention, the way he holds himself would be infuriating to anyone with a sense of masculinity.
Also he has total clown shoes size-wise. Please shame him for this.

[300+300 OM] Angel's Staff (Requires Physical Strength): It rarely leaves his hand, and when it does, it's usually still close by. When he does dissipate it back into omnilium, he seems to have it "on call" and is able to recreate it fairly easily. (Within about a second, as his speed is quite high.) An angel without their staff is like, barely an angel, guys. That's not to say he can't do anything without it, but it is to say it's extremely important to him.
Attack-wise, there really... Isn't a lot special about it, the way he uses it. It's real hard (like a metal baseball bat in hardness) and it can be used to smack things. It's really quite long, about 7 feet to match his own height, but he holds it by the middle so the effective range is more like half that. Sure, it can help him do a lot of weird and random stuff too, but most of that is fodder. (Usually he has it serve as his "focus" for summoning things, for example.) Unless magic baby counts as a significant combat power, in which case, call back later.
"Why's it 600 OM then?" Oh, it's also a Mobile Dataverse Device and a Communicator. It usually projects a screen when it's used for these things, though. "Onto what?" It's angel magic. Don't worry about it.
