Ice aura (300) (requires area attack, ranged proficiency, debuff)

Cirno has a simple ice aura  that will passively affect anyone that is within five feet of her. effects are shivering, frostbite (this is prolonged effects of being near her), etc. This aura will slow and damage the person (slowly and a small chance of causing actual frostbite on the colder parts of ones body. This might happen if they last extended times also.) This move has minimal concentration and energy consumption (It is like doing stretches before working out. Not to exhausting but still having some energy consumption to them.). The debuff slows anyone down 4-5% while inside also but that slowing stops once someone has left the circle of effect. the aura is visable with frost on the ground for limited times and slowly but surely icicles will start forming on the ground and they will grow. It follows her around like a trail (this is fodder) and the frost will leave after a couple minutes in any verse. (this is also fodder). To actually activate it takes a couple seconds of ramping up her magic exhaust to actually be cold enough to do any effects and it can stay on for as long as it needs to be though after a few hours of use it will cause her to sweat and over heat.

Fixed the problems hopefully so good?

The sounds spawned by Ping steal away precious seconds of their attention, fray their nerves, and just in general mess with their sanity.
This spell combo is about as draining as the other applications of her torch. She’s capable of inspiring paranoia a few times during a fight, but must be careful about overexerting. The Ping portion, however, is incredibly easy to do, with almost no noticeable energy drain. It’s just a fun little party trick, after all.
Approved. I would also approve putting the energy drain on the OTHER TWO uses of Lampad's Torch to 'minor' from 'moderate'. They seem fairly weak and foddery.

Still trying to modify the original Katana move by describing two techniques by which the same weapon is used. They are very different, but still use the same weapon.

Katana Techniques: 600
Requires: Physical, Debuff
Takezo carries on his person a katana stolen from the corpse of a previously slain enemy. The sword is overall 36 inches. 12 inches is the hilt and handle, with twenty four being the blade. For Takezo's height it is on the short side of proper length. The blade is proper length, but the long handle is abnormal on most swords. It is meant to allow a better leverage grip that many might see on cavelry weapons, emphasizing both control and strength, while reducing the length of the cutting edge. The sword possess a Koshi Sori, a bend closer to the tang. The most common Sori is a Tori Sori, or a curvature nearest the middle of the blade. Takezo's Sori depth is average in most ways. The Koshi Sori allows for a quicker draw and easier sheathing.

Deep Cut
Katana Variation Technique
Samurai often focus on slower, but more powerful strikes to decide a battle in as few strokes as possible. The high precision attacks were not at a Samurai's full speed, but they were considerably more deadly than flailing one's sword about and often overwhelmed the unwitting foe that attempted to block instead of evade. Deep Cut requires two hands and proper form, making it rather rigid and hard to evade, but if it lands a victim with Defense 2 lower than Takezo's attack not only takes heavy damage, but is forced in the direction of the blow; left, right, down or even thrown upwards with the force of the cut and lands prone. Each attack takes approximately three seconds to set and strike, and particularly powerful blows can interrupt the strike.
Effects: High Burst Damage, No DPS, Slight Knockback (With low Def), Prone (With low Tec)

Shallow Cut
Katana Variation Technique

This sword technique was popularized by far-traveled Samurai who witnessed the act of Lingchi. Lingchi translates to "Death by a Thousand Cuts." It was used as a form of torture and execution in China. Shallow Cut is a technique based off of Lingchi that uses shallow cuts to inflict a few seconds of bleed damage. However, it avoids major arteries and the use of excessive strength. The lighter blows means faster strikes, which allowed the swordsman to land more cuts on their target. The lack of strength for this attack allows Takezo to easily use one hand to deal the appropriate amount of damage.
Effects: Low Burst Damage, Stacking DPS (Bleed (3 seconds)), offhand open [/spoiler]

I figured that might be the case. I know Strazio has a similar Move in his Roster. If I were to rework this to operate closer to his "Overcharge" Move, would that be workable? Or should I give up?

Stars: They travel 30 meters in 3 seconds so they move at about 10 m/s, or 22 mph. Also adjusted to specify they're 1 meter in diameter.

Fairy: At first I thought "well she could be a normal, non-edgy fairy" but then I realized that would lock her out of using the moves so I changed it so she only calls upon hell fairies. She's also about Clownpiece's height, give or take a few inches (so like ranging between 4'2" and 4'8"). Changes made in bold to the original post.

If Kaioken affected physical attacks only, I'd approve it.

As for Guu's, it doesn't allow her to actually regrow limbs. That's sorta a huge deal to me, enough that I was like - yannow what, needs a S1 utility.

Widget Finner’s Destructo Spinner (600) - Requires Ranged Proficiency, Area of Attack Proficiency

[spoiler]Given to Strazio as a gift from the prodigious inventor Widget Finner, the destructo spinner is a weapon of pure destruction. In this form Strazio loses the ability to speak and becomes incredibly hostile. He loses all sense of self-preservation and may even strike allies should they get in his way. [/spoiler]

Rock ‘n’ Rock Bottom (800) - Tier Two Offensive Super Move

[spoiler] Strazio sends out a text message on his Dataverse Device and after a few seconds a wrestling ring erupts out of the ground, trapping his foe in the center of the ring. The Rock appears from out of nowhere and (after a dramatic introduction) tags into the ring. After a bit of smack talk The Rock walks up to his opponent and grabs them with one arm around their upper body. He then lifts them up and immediately slams them back onto the mat, following the slam with his own weight. The Rock then rolls off the opponent just in time for Strazio to jump off the ropes and deliver a wicked flying elbow. Once the elbow lands the ring dematerializes and The Rock leaves [/spoiler]

Takezo's glare has always given people chills, but since entering the Omniverse, it has slowly taken on new meaning. The sadistic joy he gains from slaughtering those who stand in his path, mixed with his sociopath emotional distance can both be seen in his gaze. It is chilling.

A single victim of this glare is frozen in place in fear. This is not an active fear-inducing effect that must be maintained. Takezo focuses on this single target and can maintain the effect for up to twenty seconds. He can move, but attacking breaks the effects. A victim of the fear effect cannot be effected again for three minutes after either breaking free, or taking damage to end the effect.

This move relies heavily on eye contact. Avoiding it may be difficult (especially for low Tec fighters) but it neutralizes this effect. Characters who are blind are immune to this effect.

Takezo's overwhelming strength allows him to flick his sword to create thin, high pressure blades of air that extend his reach beyond that of his physical weapon. Inspired by the yokai Kamaitachi, a wiesel with sickle like claws that hides in the wind, the attacks leave small, bloodless cuts on any victim they land upon.

The attack is very light and very swift, doing small amounts of accumulated damage. It can be used in rapid succession, with each blade capable of reaching fifty feet before. After that, it tapers off until the winds simply dissipate at seventy five feet.

The fury and passion that drives Sergeant John Estes' twisted sense of honor and duty comes to a boil, pushing his body through the pains of battle and unleashing his righteous justice with even greater ferocity on those he damns as criminals. The violent policeman had rightly earned the nickname of "Mad Bull," as when he utilizes this powerup, he becomes more offensively and defensively strong, but becomes even more stubborn and short-sighted at seeing his adversary defeated at any cost.

With the addition of Malleability and Phasing, Enel will now be able to fully embody his logia fruit, allowing him to be basically 'liquid lightning'. With that in mind I'm condensing his "Lightning Body" move (the one that allows him to shock people who touch him) and "Discharge" move into the same move. This actually reduces the cost by 300, because the 300 "variable-power" price is now only paid once. That wasn't a deliberate thing, incidentally, just a realisation. The only addition to what he can do is what's already covered by Malleability (ie he can surround others with his body or grab them with a giant hand) put there for descriptive reasons.

Enel's body is literally made of lightning, thanks to eating the Goro Goro Fruit. Unless he's tired or makes a conscious effort not to, his lightning will shock anyone or anything that touches him. This is generally a small, painful deterrent, but Enel can increase the voltage to cause immense pain and internal damage to anyone touching him, or connected by a point of contact (like a weapon). He can only maintain his maximum voltage for around 15 seconds before he's left completely breathless.

Having consumed the Goro Goro Fruit once more, Enel can now fully embody his lightning element, turning partially or completely into electricity (this is the explanation for his Malleability and Phasing). This allows him to shock an opponent in new and creative ways, for example by surrounding them in his "body".

In addition to channelling electricity through direct contact, Enel can almost instantly discharge electricity from any or part on his body, up to a maximum range of about thirty feet, or literally transform a body part (like a hand) into a stream or multiple streams of lightning (this doesn't change the methodology of the attack, at all, and is basically just aesthetic). So let's break it down: 4 main forms of assault. Direct contact, single-finger blast, directed wide-range blast, full aoe blast. He can gradate between these as per variable move rules. Then we've got "charged version" of all those, which is an additional 300. He can of course gradate between weak and powerful. So that's 1500.

Don't particularly mind paying 1800 (or not getting OM back), I'm gonna leave this up to someone else's judgement. Though frankly, I think it's a pretty high price already for what you could argue you could do anyway using a ranged attack in melee range (ie he could just fire electricity from point blank to get the 'direct contact' effect). 1500 is fair, IMO, but this is more about setting a fair precedent than trying to get around any costs. I got OM to blow, if needed.

I also increased the range from 15 feet to 30 feet, because that seemed a bit silly, but included that it's more powerful at short range.

Lightning Gloves - (Physical Proficiency, Debuff Proficiency) - 600 OM

[spoiler]Durable black gloves that fit snugly, covering the whole hand. Akihiko Sanada's weapon of choice. Can be used to punch, slap, backhand, choke, and generally do anything you could do barehanded.

Over the years they've become saturated with Akihiko's fighting spirit, imbuing them with his Persona's lightning. By taking four seconds of deep concentration during which he can't move or cast, Makoto can coat the gloves in electricity, which moderately shocks on impact. This effect lasts for 15 seconds, and is tiring enough to only be used three times at most per fight. Five seconds of cooldown are necessary before applying a second time.

Opponents who receive five or more direct, undefended hits while the effect is active feel the effect of the constant electric discharge on their nervous system, decreasing their fine motor skills (decreases TEC). This effect lasts for ten seconds. The debuff itself doesn't cost any additional effort to apply, as long as the above condition is met.[/spoiler]

When thrown has the approximate speed of a bullet, and can hit targets no farther than 60 meters away provided it's accurately aimed. Owing to its simplicity, it's not very powerful nor very taxing, and can be cast while moving around or using other moves.

It's possible to upgrade this spell by charging for up to two seconds, the resulting bolt is comparatively slower, and has a range limited to 20 meters. This version is more damaging, as signified by a brighter glow, but it's also more tiring, forces the user to only move at a crawl, and prevents them from using other moves until the charging, which can't be externally interrupted, is complete. The increased electric charge is enough to immobilize a targeted limb, stopping its movement entirely for one second, after which movement returns to normal over the course of three seconds.[/spoiler]
