Question on Buffs:
I'm thinking of doing a "Healing Rain" move after I purchase Healing (of course.) Basically, I'd like it to allow others to slowly heal as if they had Advanced Regeneration. Question is, could they then spend SP to automatically recover damage, as if they had Regeneration, while Aang is using Healing Rain? (Which requires him to be completely stationary, meditating, and a charge-up time.)

I mean, they'd need an appropriate super move to do so, but if they wanna heal themselves during your buff, that's on them.
I'm curious about this in the rules;

Does Symbiosis only allow you to combine with strictly one character? Suppose you are part of an Advanced Fusion and you have Symbiosis- could you then additionally fuse with another person that does not have Fusion (assuming it would not exceed your person limit for Advanced Fusion)?
I believe the rules are fairly clear on this:

Allows you to combine with any one other willing character, regardless of whether they have Fusion or not

Hence. Symbiosis would only work for a 2 person fusion. You can't use it to add someone who doesn't have fusion into a 4 person fusion, for example. Even if you did have advanced fusion.

Correct. Think of Symbiosis as you basically buying a second copy of the Basic Fusion power to apply on a friend.

This is where Base fortifications come in. Jarvis would have to be an assist at that point in a PvP fight, BUT

Tier Two Base Fortifications - 3000 OM (2000 OM if replacing Tier One) A bit better, this might include turrets, more complex traps or better trained soldiers. (Equivalent to 20% increase in defender's stats in strictly game terms). 
Tier Three Base Fortifications - 6000 OM (3000 OM if replacing Tier Two) This won't stop determined Primes, but this can certainly make the difference between victory and loss in a tight base defense. Get the best money can buy! (Equivalent to 30% increase in defender's stats in strictly game terms).

If it's a no to "officially" fighting; what about if both sides are okay with it? If that's the case the could Jarvis (the NPC) fight the PC unofficially?

No. As the rules you quoted state, NPCs are for fun, they can't be used to confer an in-game advantage.

Regarding fortifications, Trixie is incorrect. Fortifications only serve to improve your chances of base defense ("Equivalent to 10% increase in defender's stats in strictly game terms"). If nobody (ie no player primes, because NPCs are for fluff only and not in-game advantage) is there, they do nothing. 0x1.25 is still 0.

Bear in mind, fortifications will be scrapped with the upcoming Forces update. With the update, Jarvis could be purchased as a Force Prime (if you don't know what this is, you'll know after DA when the update goes live). Force Primes CAN defend independently.

If someone is holding a weapon and they use phasing, does it go incorporeal with them?

What if someone else is touching their weapon?

What if the weapon is stuck in a tree or something like that?

The rules just specify "With this power a character may render all or part of their body incorporeal..." so I guess it depends if weapons count as part of you. Presumably clothes and normal held items do, I was just wondering about whether weapons would follow.
If it's their weapon (a Move), yes.

The other person does NOT go incorporeal.

The tree does not go incorporeal.

I recall that you could have two functionally identical weapons of a kind (two swords, two daggers, etc) as one move costing 300 OM, my question is could you also choose to use one independently from the other and still have them be one move?

And would that one move cost 600 anyway because of the two different "modes."

(I'm asking this because I'm working on a character from the Witcher series, where they reserve a silver sword for supernatural monsters and a steel one for more mundane threats. I realize that they'll be mechanically the same in the OV.)

So long as the difference is cosmetic only, you can go ham. If the sword's only difference is what metal it is made of (and possibly minimal differences that have no bearing on its combat efficiency, like how its guard is different), then you'd be fine with it costing 300 OM only.
