Chaos Energy Charge Hands is a technique that Warren possessed for a brief time when he had his original NFL-R that he had designed himself for the use of Ricky back in his own universe. Since he has managed to recreate his NFL-R, Warren has once more become capable of the technique. The technique involves seven seconds of focused concentration in which he cannot do anything else, which includes protecting himself or executing any other moves during the charging time of this. Both forms are mildly draining on his stamina and energy reserves. As this cannot be used with any other moves and requires both of his hands in order to use properly the move is somewhat dangerous for him to rely on. This move has a fifteen second cool down during which he cannot use any other energy beam based moves that he has at his disposal that involve blasting his opponents, or charging his hands. This has a length of five feet by three feet.
Bo-Staff (300, Physical Strength.)
A weapon that he didn't wield back home, but that was created by Warren out of Omnilium so as to provide him a non-lethal option for attacking his opponents when it comes to melee combat. This staff is black, with gray and purple trim. It can be wielded like a sword but lacks the ability to cut anything that it is used against. However, it can clash with any weapon that is brought up against it. Of course, those with a higher atk stat could likely break this. The bo-staff is 1.4 m (4 ft 7 in) tall and 15 cm (5.9 in) circumference. (6 ft) tall and 1 in (25 mm). The bo-staff can be collapsed to appear to be an eschrima stick and put in his pocket when not in use.

Panotti Flute (Fodder)
A humble elven flute that, when played, returns an echo if it detects an inanimate object containing a decently strong latent magical energy in the general area. It does not, however, tell you exactly where the item is or what the item is. So basically, you walk into town and it returns an echo, but good luck because it could be anywhere in town and it's not going to help you any more than that.
"Ice" (300 OM; Ranged Proficiency, Debuff Proficiency)
Arle incants the spell name aloud, conjuring a foot long icicle that exhudes a cloud of wintery energy before her that she can manipulate using her body while it is in close proximity to her. This allows her to launch the icicle as a pretty projectile at the target. This spell has a minor impact upon Arle's stamina, however because it must be incanted and directed at the opponent before it can actually become dangerous it is always somewhat telegraphed. Casting and launching the spell takes a good two seconds of charge up assuming ideal conditions. and cannot be used at all if Arle cannot speak. Note that the distinction is her being able to speak; she does not need to be heard for the spell to work. She could, for example, theoretically cast this spell while underwater or in space--but not while choking. This icicle's primary method of damage is penetration, attempted or otherwise, similar to bullets or bladed weapons. It sails through the air at a pretty brisk speed. The icy energy it exhudes causes mild hypothermia in the target on impact. This manifests itself in a slight delirium and loss of mental falculties that gets stronger with each successive hit. The hypothermia will go away on its own, given a good 30 minutes of being in a warm location for each stack of the debuff. However, it can also be treated by exposure to a full body, dry heat to reduce the debuff's effectiveness early.
"Thunder" (300 OM; Ranged Proficiency, Homing Proficiency, Debuff Proficiency)
Arle incants the spell name aloud and, after a half-second delay, lightning is called down from the sky to smite a foe, phasing straight through any overhanging solid objects on the way. Casting and launching the spell takes a good two seconds of charge up time as well as another second of charge up to actually incant the spell assuming ideal conditions--3 seconds total--and cannot be used at all if Arle cannot speak. Note that the distinction is her being able to speak; she does not need to be heard for the spell to work. She could, for example, theoretically cast this spell while underwater or in space--but not while choking. Because it is literally lightning-fast, this attack must generally be dodged pre-emptively, rather than reflexively. One would want to begin dodging once Arle begins incanting the attack's name, rather than waiting for her to finish, which makes it a relatively difficult attack to dodge (albeit not impossible). This attack also hits very hard, being lightning and all. The damage done is a combination of brief exposure to extreme heat and shock, as well as a forced muscle contraction that often violently knocks targets to the ground and leaves them briefly more vulnerable to followup attacks. Because of this attack's high power and reliability, it has a somewhat high drain upon Arle's stamina.

Panotti Flute - I mean sure, but don't expect it to work with things like Artefacts.
Ice & Thunder - Does she need uninterupted concentration to perform these moves or can she move around while doing them?
Ice - The debuff seems rather strong. Rather than make some one super confused and possibly take them out of a fight (mentally) after 3 or four hits, it'd probably be better to just make the area around the impact slowly ice over, getting worse with each hit. Especially if it takes 30 minutes to go away (which also needs a severe nerf by the way). Also, "It sails through the air at a pretty brisk speed" how fast is this? is it as fast as a bullet, an arrow?

It isn't just for role playing fodder. Ranged Proficiency grants you limited offensive capability. This move is an all-in-one ability that grants Broly the power to toss energy blasts of any size. The downside is the more heft each blast has the more toll it takes on him. As for my roster? I don't have forum permission to edit that postbit.
So it's just Ranged Proficiency? why did it need approval?

Ebony & Ivory - 300 OM (Requires Ranged Proficiency)

The logic is basically that he can fire shots infinitely, but if he fires too much at once then he has to pause for a moment to reload.
You can have infinite ammo and no reload time, just know that, to balance it, they will be somewhat weaker. If you want to stick with what you're changing then it's fine also.
I'm aware of this, as it was always the case when I first had the move approved. Before, however, I also had a drawback that really didn't do anything to impair the move itself. I thought it would be more fair to provide an actual visible drawback, even if it doesn't effectively serve much better than roleplay fodder.
I guess what I am ultimately asking is whether this drawback I provided is notable enough for the move to be more powerful as a result. If it is, I'll go with it. If it isn't, I'll just remove the drawback entirely and stick with "infinite ammo, no reload needed."
I mean, with the changes you are making there, they'd be as powerful as a normal pair of guns, I guess. I mean you're putting in a reload time so it's not like they are completely infinite.

I'm dropping "Ice". I thought about the suggested changes and realized that the new "Ice" move would be mechanically unrecognizeable from the original. An entirely different move, basically. Perhaps I'll come back to it later.

Uh--Can I get a second opinion on "healing"? I'm looking at 600 OM just to add range onto a power Arle already owns and I kinda wanna hope that might be a mistake. ^^;

if you are using SP to heal someone with a move, then it's a super move and super moves cost 600 OM at T1, it's not for adding ranged on to it.

Arle's Healing Power already uses SP. The rules stated I could create a move to let her do that at a distance. That's what "healing" is. So it is quite literally a move just to add range. I just want to confirm with a second person that that's how it works before I sink a bunch of OM into something so miniscule. ;w;

Hyper Blink (600 OM)
Tier 1 Defensive Supermove
Requirements- Speed 5+, Burst Movement, Phasing
Cost- 1 SP
Luci blinks her eyes. In the time it takes to finish blinking, Luci walks one hundred feet in any direction.
Luci is moving so fast that to her, time seems nearly frozen. However, she cannot affect the world around her. Luci cannot take any action other than walking, climbing, jumping, and other ways of moving herself. She can use no moves or attacks or powers except for Phasing. She cannot move objects other than herself and the objects she is already in possesion of at the time she starts Hyper Blink. She cannot open doors, or push a bullet out of the way, or stab someone, or even press a button. While Hyper Blink is active, Luci cannot affect the world around her.
At the end of this move, Luci is moving at her normal top Speed.
This move is very draining, and that drain is represented by the use of one SP.

Okay, but you say the bo-staff is "1.4 m (4 ft 7 in) tall and 15 cm (5.9 in) circumference" and then you list those other measurements. So is it 1.4m tall and 15cm in circumference, or is it 6ft tall and 25mm in circumference?

I checked with Omni and there are two options here.
A - This is a super move and needs to be purchased as such.
B - You take out the stuff about SP and rework it into a normal healing move.

One thing I forgot to mention, healing someone that you cannot see will require enhanced senses (if that is something you were going for).

Vision presses both of his middle and ring fingers to his palms, launching two projectiles at a target from his wrists. The projectiles cause no damage, but if the target is hit, they will envelop them in a sticky white substance resembling spiderwebs. One projectile renders the target unable to move at all for 1.5 seconds each - if both projectiles hit their mark, the target cannot move for 3 seconds. This Move has an Adaptoid cooldown of 1 second.

Super Attack 1 "lastwords.exe" (600) (Requires Ranged Proficiency, Area Attack, Debuff)
Vision relays feedback in his vocal processors a few thousand times - a process that takes 4 seconds. Then he lets out a horrible, powerful resounding sonic blast that affects everyone within a radius of 4 feet for 2 seconds. If you are within the area of effect, it will cause massive damage to your ears as long as you're in the radius, even if you're deaf or you don't have ears. (OMNIPHYSICS) This has a cooldown of 30 seconds and an Adaptoid cooldown of 10 seconds. Vision will find he is unable to speak during the cooldown, as his vocal processors are repairing. He becomes very drained as well, becoming more sluggish as he regains more solar energy.

Energy Katana (300, Physical Strength.):
The Energy Katana is a weapon that Warren didn't have back home, but that he created for himself. Based off of the designs of his original plans for the Chaotic Energy Katana that he had once tried to make in the past This has a blade that is three feet long and is made out of purple energy in the shape of a katana. This can be used like a regular sword, and typically is one in terms of what it can do damage wise, due to the physics of the Omniverse. This is normally hidden in a pocket in the shoulder of his armor and can be withdrawn and activated in roughly 2 seconds. Each slash of the blade does a fair amount of damage. This can be used with other moves, so long as they are non-sword based moves or only require one of his hands to utilize properly.
Multi-Weapon Construct Apparatus MK I: (2100, Physical Strength, Ranged Proficiency.)
The Multi-Weapon Construct Apparatus MK I is based loosely off of Dataverse designs of the Sinestro Corps Ring. While it does manipulate hard-light energy it doesn't do so channeling the power of the Emotional Spectrum. The constructs it makes are limited to hand held things, and currently, only a few defaults have been installed as capabilities of the device. This also has his communicator and mobile data verse device integrated into it. Unlike his devices, this is one that Warren has built for himself.
The first construct is an elegant purple and black Calvary sword that has golden trim. This sword can be used for melee combat and is a simple construct with no special properties, and is an ordinary sword. This takes two seconds to summon.
The second construct granted by the Multi-Weapon Construct Apparatus is a set of hooked swords. These can be used defensively to parry attacks that are directed by crossing them together. They can also be used to travel along zip lines, but their primary use is to cut an enemy down to size. Despite being constructs they are ordinary blades with no special properties. This takes five seconds to summon both.
The third form of the Multi-Weapon Construct Apparatus's construct is an assault rifle with 30 shots, and that can be refilled every seven seconds. This has a range of 45 meters. It's shots appear to be shaped like tennis balls of energy. It does a good amount of damage and takes about seven seconds to summon.
The fourth of the constructs is a circular shield, but with wicked blades on the edges of the shield. This can be used offensively by being hurled at an enemy to cut them up or by being used as a 'chainsaw' when a button inside it is pushed to cut down multiple enemies with the blades on the shield. This is one that Warren doesn't like to use all that much, as it takes him 3 seconds to summon.
The fifth and final form of the Multi-Weapon Construct Apparatus's constructs is a simple gun. Well if you call a gun that fires missiles, bullets and lasers at an opponent at a rate of seven shots per second from each simple. This is very accurate and does high damage. Of the weapons he has this is the one that takes the longest time to summon, namely ten seconds. The weapon could be charged up however and if that is done it could do even more damage to anyone on the receiving end.

Luci blinks her eyes. In the time it takes to finish blinking, Luci walks one hundred feet in any direction.
Luci is moving so fast that to her, time seems nearly frozen. However, she cannot affect the world around her. Luci cannot take any action other than walking, climbing, jumping, and other ways of moving herself. She can use no moves or attacks or powers except for Phasing. She cannot move objects other than herself and the objects she is already in possesion of at the time she starts Hyper Blink. She cannot open doors, or push a bullet out of the way, or stab someone, or even press a button. While Hyper Blink is active, Luci cannot affect the world around her.
At the end of this move, Luci is moving at her normal top Speed.
This move is very draining, and that drain is represented by the use of one SP.

Like every good anime hero, Undyne needs a sword, and it must be historically accurate (aka corresponding to anime tropes)! Which is to say, at least as big as its wielder, preferably larger. Undyne's train of thought? "Go big or go home." As a result, her anime-sized sword is two and a half times as long as herself. She would have gone for twice as long if the sword didn't become overly unwieldy as a result.
The weapon that Undyne named "Taitan" (meaning "Titan" and pronounced the same way) is a true anime-sized sword with a straight blade of 3,90m plus a hilt of 35cm, for a total length of 4,25m. The handle has a basic guard to protect the wielder's hands and offers good grip, which is more than necessary considering the unwieldiness of it. A flame pattern on the hilt provides some simple decoration, but the blade itself is blank, massive steel. While its exact weight is unknown, considering that its blade is pure steel as thick as ~5cm at the center, one can guess that it's heavy as hell.
The size and weight translates into a weapon that wields like a steel beam - in other words, atrociously. It relies on momentum and going with the 'flow' over swift fencing-style combat. Undyne always needs a little time to swing it, making it a very predictable weapon, which is one of its three weaknesses. The second is that it's very tiring to use: five or six swings would leave Undyne breathing heavily. The third is that it must be used with both hands for anything besides carrying it (Undyne can do that with one hand), thus keeping Undyne from wielding it in conjunction with other moves that require her hands.
Its strengths are a great attack range, rivaling that of spears and staff weapons, and its weight. While of course it can be blocked or deflected, its momentum carries into the force of the attack.
Taitan can be used for stabbing and slashing, though considering its dimensions, stabbing is unlikely to ever be practical.
Undyne can make it appear into her hand or draw it out of a sheath that's far too small on the outside, for added anime effect. Either method takes ~3 seconds before the sword is drawn and usable.
I'm not sure if this move would also require Ranged Proficiency and/or Area attack? Please advise

Originally Undyne's resolve to stop the rampaging human from destroying the entire world, her Undying form activated as her Determination kept her from death and reformed her. Now in the Omniverse, she is able to activate it at will, but needs an enormous amount of energy to keep that very Determination from destroying her.
If she transforms, those who made her do it should fear for their lives: it is the point where Undyne ends the time for talk and sets every bit of her mind on striking down her opponent.
Along with the radical changes to her appearance and armor, a bright light shines from her left eye and her voice sounds as if two people spoke at the same time.
Note: If Undyne is in her non-armored form, she does not gain armor upon transformation. Only her body's appearance shifts.
