While standing, the kickback is enough to force even an experienced soldier to take a step back.
Obviously, the poses also affect one’s accuracy, reducing the sway of the weapon to a minimum. (Examples provided at the bottom.)
Hipfire with the sniper-mode is unwise. Without the resistance for recoil provided by one’s shoulder the weapon is likely to injure its user, as well as simply kick itself out of the user’s hands.

Other moves can be used with both of the weapon's modes, as long as they would be realistically usable. For example, firing two different sniper rifles at once, each in one hand, is impossible. However, something like freeing one hand for a moment to throw a grenade in between firing, is completely possible. Nova's telepathic and telekinetic abilities are also available to her while using the C20-A, since they don't require her the usage of her hands.

I've added the changes bolded into the move description. The damaging aspect is interesting to think, since in canon the assault rifle is strong enough to punch through thick steel plates, and the sniper is capable of straight up just blowing up siege tanks.

Cell's long, green tail is as much a weapon as his arms and legs, perhaps even more so. It can strike like a kick or punch, and even stab his foes via a yellow spike upon the end. Its length lends itself well to wrapping around nearly any part of his target.
Deflection (300)
By infusing his limbs with ki, Cell can knock aside ranged and melee attacks. More powerful attacks are more difficult to deflect, as are attacks performed in rapid succession.
Rapid Fire Ki Blast; Ranged Proficiency, Burst Movement (300)
By focusing his energy, Cell can form a melon-sized orb of of yellowish ki in each of his palms. Holding his hands towards his foe, these balls assume a teardrop shape when launched and erupts in a meter-wide explosion on contact with a surface or opponent. Unlike his standard Ki Blast, Cell can fire this attack with machine-gun quickness, though the damage and range are cut in half. The volume of bullet-quick blasts coming heading towards his enemy can, however, make it far harder to avoid even a small percentage of them. Unlike his standard Ki Blast. Cell must remain still while firing these.

By stabbing his tail into a downed target, Cell can literally drain their lifeforce to fuel his own growth. In the Omniverse, this is how he extracts Omnilium from Secondaries and how he will generally kill a defeated Prime.

Plasma Hands - 300 - Physical Strength - Ranged Proficiency
Calamity can charge force energy into his hands making them glow with Black and green flames which take at least 2 seconds to charge. The hands are super heated and are able to close medium melee damage. This technique was made for when he couldn't carry around his light-sabers. This allows him to catch the blades of swords without hurting his hands because they are covered in the green and black flames. There is another use for this ability. This can be used as a projectile weapon. It shoots plasma balls the size of tennis balls that fly at speeds of seventy MPH and impact an opponent. This does medium damage, just like the other variant.

A technique taken from Goku, Cell uses his high speed to create illusory images of himself. While creating only one is relatively easy, the more images he creates at a time, the more draining it is upon him. Four doubles is the most he can handle without being debilitated by the energy tax. The static images left behind last about 10 seconds before fading away, though any interaction with them causes him to disappear immediately. Primarily used to fool his opponents into attacking a false target, however a foe with Enhanced Senses will see through this ruse.
Wolf Fang Fist; Burst Movement, Physical Strength (300)
After assuming Yamcha's signature stance, Cell launches himself at a foe and lets loose a flurry of melee attacks with his fists, feet, and tail. The onslaught lasts about 15 seconds, and while individually the hits don't deal much damage, the lightning-quick strikes can be quite hard to avoid.

Wolf Fang Fist - I'm going to say that you won't need a move for this. You could just string together a bunch of melee attacks and, for fluff purposes, call it Wolf Fang Fist. Unless you're putting Ki into your attacks to make it stronger, it's just a string of melee attacks.

So, it sounds like there are two functions of this move, so it should cost 600 OM! How long does it take to create the plasma balls? What is the range of this move? Is it difficult to aim? Can Calamity move around while summoning a plasma ball, or must he remain stationary?

Yes, but... if you're improving it with Area Attack, we need to know the new radius and that this move can now damage multiple people. It doesn't look like you changed anything in your description to indicate that having Area Attack has changed the move at all.

I was told before that a meter explosion was too large without Area Attack. It used to be a half-meter wide explosion on each of them. If it doesn't require Area Attack for a meter explosion, then I'll just drop the Prof and just increase the size without it. It was never meant to injure multiple folks.

Plasma Hands - 600 - Physical Strength - Ranged Proficiency
Calamity can charge force energy into his hands making them glow with Black and green flames which take at least 2 seconds to charge. The hands are super heated and are able to close medium melee damage. This technique was made for when he couldn't carry around his light-sabers. This allows him to catch the blades of swords without hurting his hands because they are covered in the green and black flames. There is another use for this ability. This can be used as a projectile weapon. It shoots plasma balls the size of tennis balls that fly at speeds of seventy MPH and impact an opponent. This does medium damage, just like the other variant. This has a range of fifty meters from his person. It takes him about five seconds to generate this move. Easy to aim, this can be done when moving around.
