Hypothetically, yes.
In practice, you'd probably be stabbed mid-tweet.
To be fair, I suppose it depends on your stats and powers. For example, if you had a high speed/tech, and acrobatic movement or super jump or something familiar, you might be able to get away with it.

She can summon a small plane as a flying vehicle in Coruscant, Camelot and the Dataverse or anywhere if she has the Flight power. She'd have to actually summon it though, it wouldn't come with her into the Omniverse from her home world.

I'm going to say yes, because I can't find anything that says no to this. However, it will be impossible to fit it through gates, and it will only go up to 80 MPH.

You may have a vehicle as an assist. However, if you want to use it to fly, you'll need to fuse with said assist.

If you purchase the Basic Fusion power, that would be all you need to make use of it. You might want to consider using a Powered Up Form, for a better use of SP (using 1 per round for the transformation, instead of 2 per round for the assist AND the fusion).

Aaaaaaaaah lemme just correct myself a little bit here. You may find this thread(link) to be of some use to your line of questioning. What I meant (in reference to fusing) was "operate, thus gaining the stats of said vehicle" instead of "fly, specifically". Woooo, I'm am very sorry for misunderstanding you. If you have the flight power, you can represent it however you want (i.e. wings, jetpack, vehicle, ect...).

Can a super debuff block any and all super moves? (maybe except defenses? and depending on the tier of super debuff) so if the drawbacks were so bad could it be ok to do? if this needs more time for discussion that is fine since im done for the most part with betty (npc).

To fully block a Super Attack Move you'd need a Super Defense Move of the same tier - lower tiers would block a part of the force. You don't necessarily need a Debuff proficiency, though I guess you could work that into it. There's no way (outside maybe of special Super Utility Moves) to 'block' a Super Defense.

Would it be completely possible to do this? (More out of curiosity than anything.)
Say, a character makes a deal with a Prime with some kind of unique ability. Would that Prime be able to use an ability(perhaps a Super Move) to sort of "lock them" into the deal(perhaps leaving a mark to remind them of what they have to do)? There would be obvious cons, but I'm thinking less emphasis on an energy drain and more "The opponent can choose to interpret the Prime's wishes however they like; they can even choose to interpret what he actually wants from them differently from what they actually do, to get themselves out of the deal."
I'm not entirely sure how "locking them" into the deal would work exactly...Maybe with Telepathy and Debuff(and perhaps, again, a Super Move), the deal-maker could cause the debtor to have hallucinations of the deal-maker to remind them that they have a deal to uphold - and the possible consequences to not going through with it.
