Character history: Taken from the end of season 1, episode 23 - right after his erasure from the timeline due to his ancestor's death.

Physical Description: 

Usually, his entire body is vibrating, creating a blur effect around his body, except his eyes, which glow red. When he runs, he leaves behind a trail of red lightning.

[Eobard runs around the opponent for 15 seconds, before throwing a red lightning bolt - the same color as the trail he leaves behind when he runs, and about a foot all around - at them. The bolt reaches a maximum range of 30 meters or if it hits the wall, whichever comes first. It moves as fast as a bullet, giving the opponent little time to avoid it. It does moderate damage. Repeat uses will be increasingly draining on the Reverse-Flash.

The build-up of circling the opponent can be interrupted, theoretically, by attacking; Even if an attack doesn't hit, you could throw him off and even cause him to lose focus on the build-up, and subsequent attack, entirely.

So, if I am understanding this correctly, the 30 seconds of circling Eobard's opponent is the charge/preparation time for this lightning bolt. Can this process be interrupted by an attack? Also, what is the target area of the bolt?

30 seconds also seems like a very long time, but you can keep it that way if you want.
