This is probably a stupid question and I apologize in advance.
When submitting a personal NPC does it have to be approved before you can use them in your posts?
You can't stop crime. That's what you never understood. I'm controlling it. You wanna rule them by fear, but what do you do with the ones who aren't afraid? I'm doing what you won't, I'm taking them out.

If it's a prime, or a major/main character from your own character's Canon universe, yes.

On the topic of NPCs, how important is it that we get approval for using an NPC in a post? In my case, I'm doing a quest which involves Dracula, so I put it in the Stop Shop thread, but could I just write the post or do I need to wait for staff's approval before I start writing?

For Site NPCs, you should just read their roster and make a post in the One Stop Shop. That just helps us keep track of when the characters are used so staff can follow up if need be.

To what extend does a canon character count as a side character that I can use as an NPC?
I was going to have Gildarts summon Cana, his daughter, however it is subconsciously, so she kinda has her own adventure tracking him down.
The likelihood that someone would join as her is rather small. But she is a known character as Gildarts is. I'm asking so I don't overstep my bounds and do it and then have an altercation arise where someone joins as PRIME cana.

There isn't actually any character (as long as they're from your canon) that you can't have as an NPC Prime as long as they're not a Site NPC. You'll just have to accept that if someone else joined as them they'd be allowed and it would basically create another 'version' of them. An example would be Mega Man being both Proto's NPC and an actual PC Prime.

Yes, it does. Of course, this doesn't necessarily mean that the Prime who summoned them was aware of their presence, especially if they didn't summon them consciously. When it comes to subconscious summonings, secondaries are likely to appear somewhere within the Prime's general area rather than directly next to them as a consequence of the process occurring by accident.

Is it possible to have one of the site NPCs be an assist? Example :Judge Dredd. I would assume you would need a recognition bonus or even ascendancy, but is this something you could do once achieving these bonuses?

Unless an admin says otherwise, the answer is no. While having recognition/ascendancy would potentially make it possible for you to enlist their aid in certain matters, that doesn't mean that they would freely be at your beck and call. After all, even if you somehow managed to achieve a rank higher than theirs, they have their own duties to attend to.
More to the point, Prime NPCs can't act as assists to begin with.

Also another question....! is it possible to even get a bounty in the ashen steppes, frozen fields, and pale moors, now that I think about it, they don't have as powerful governing forces, sure you could wrong a faction within one of those verses but how would that extend throughout the verse? You'd probably have to do something extreme right in front of someone, right?

Any faction can give a bounty -- Major faction, minor faction, PC faction, PC
I believe one of Nealaphhs bounties is from the Frozen Fields. I think Dr McNinja has a bounty from the Tangled Green as well.

Just OM, and IC logic. IE if you're neutral in Minas Tirith, you could probably open up a thieves den there no problem, but you might wanna get planning permission for something big and obvious (if unsure, ask on help desk). Outside of cities and governed areas, build anywhere. But always reference common sense/logic above all else.

Is a Recall Upgrade usable solely by the base's owner, or can Primes or Secondaries be attuned to it too? The same question for teleporters.

(this and your previous question would both constitute quick questions)
Anyone with permission to use your base can use your Teleporter or Recall Station. Use of a Recall Station also requires a Communicator and requires that the primes visit the base once before hand to 'synch' to it. After that, they can recall as they please.
Base permissions should be stored on your roster.

If you purchase an Assist Move [aka a secondary] you purchase moves that go with them? Ex: Flight.

You could have them use moves you already have, otherwise you need to buy separate moves for them
